Assistant Managers – Vegetation and Analytics BranchOngoing/Non-Ongoing (Non-ongoing will be offered for 12 months)$117,268 - $133,394 + SuperannuationThe Vegetation and Analytics Branch supports the administration of projects that sequester carbon through the restoration, regeneration and protection of native forest and plantation forestry activities. The Branch undertakes a wide range of functions to improve engagement, participation and administration of the ACCU Scheme and ensure scheme integrity.

The Branch is also responsible for establishing systems and processes necessary for the administration of the Nature Repair Market which is part of the Government's Nature Positive plan. Once the market opens, the Clean Energy Regulator will be the independent statutory authority responsible for administering the Nature Repair Market scheme.
About the SectionsWe have vacancies available now in two sections within the branch. A merit pool may be created to fill other similar vacancies across the branch and/or agency.
Land and Forest
The Land and Forest Section administer elements of the Carbon Credits (Carbon Farming Initiative) Act 2011 and associated legislative instruments supporting the delivery of carbon abatement through vegetation projects. 

Each section is responsible for assessing applications to register projects and issues Australian Carbon Credit Units and ensuring compliance with scheme requirements through communication and outreach and detecting and responding to non-compliance. 

These sections provide subject matter expertise and knowledge-transfer for methods under the ACCU Scheme to internal and external stakeholders. 

We value continuous improvement through regular review and critical analysis of assessment tools, processes and forms. The teams proactively develop guidance and engage with scheme participants to streamline application processes and resolve issues.

Nature Repair Market
The Nature Repair Market is the framework for a voluntary national market that delivers improved biodiversity outcomes. The Nature Repair Market section is responsible for administration of the Nature Repair Act 2023, and the work underway for the market to open in 2025. 

This section will establish processes required for assessing and approving applications under the Nature Repair Act 2023, and subordinate legislation. This includes developing and implementing standard operating procedures, work instructions, monitoring and assessment frameworks, and guidance materials.

Once the market opens, this section will be responsible for assessing applications to register projects and issue biodiversity certificates against the requirements of the Nature Repair Act 2023 and ensuring compliance through communication and outreach and detecting and responding to non-compliance.
Role Responsibilities and DutiesAs an Assistant Manager in the Vegetation and Analytics branch, you will be a leader of a small team assessing applications for projects under the ACCU scheme and Nature Repair Market. Your duties will include, but are not limited to:
Manage and develop a sub team of project assessors to ensure high levels of professionalism and integrity while meeting required assessment timeframes. This includes conducting assessments and reviews when needed.Take a leadership role in managing situations involving a high level of complexity and sensitivity which require considerable legislative interpretation and analysis while adhering to procedure and guidelines.Review applications to ensure compliance with legislative criteria and in some instances, make delegated decisions about registering projects or issuing Australian Carbon Credit Units/Biodiversity Certificates.Develop and manage key strategic relationships with a broad range of internal and external stakeholders to promote the Agency business objectives, manage change and resolve conflicts.Communicate and make decisions that are based on professional judgement, evaluating risks and in the context of a complex and changing environment.Research, review, provide input to and evaluate project methodologies, systems, tools and programs to achieve agency objectives and address opportunities for continuous improvement.Develop and undertake risk assessments and risk management activities for a project or program.Develop productive and professional relationships with key stakeholders and respond to complex stakeholder enquiries about new and unique project circumstances.Drive the achievement of own and team outcomes, monitor progress and follow through to deliver quality outcomes.Develop and oversee the development of communication and education materials for internal and external use.Develop policy, procedures, guidelines and technical improvements that can be applied to situations involving considerable complexity and risk.Qualifications/ExperienceWe are looking for candidates who have the following essential experience or qualifications:
Tertiary qualifications or relevant experience in fields such as environmental sciences, agricultural sciences or ecology.Demonstrated experience in decision making in a complex legislative environment.Demonstrated experience leading or managing small teams.Candidates who have the following experience will be highly regarded:
Experience using geospatial data tools such as ArcGIS Pro.An understanding of legislation or regulation, policy; program; environmental accounting frameworks; economics; project or data analytics.If you feel you meet one, but not all, of the desired attributes listed above please still submit an application.
