Working for this large government body as a Manager, Contracts & Commercial, you will manage both the upfront procurement activities for IT Contracts below a defined organisational threshold, and the on-going monitoring and compliance activities relating to key IT contracts.
Key Activities Influence policy and procedures covering the selection of suppliers, tendering, procurement, and benchmarking. Establish procurement strategies, standards, methods, processes, and good practices that ensure compliance with legislation, regulation, and third-party information security. Identify external partners, engaging with professionals in other related disciplines as appropriate. Lead the procurement process, from clarifying requirements through to placing, monitoring, and terminating contracts. Oversee and measure the fulfillment of contractual obligations. Use key performance indicators (KPIs) to monitor and challenge performance and identify opportunities for continuous improvement. Actively support and engage with experts and stakeholders to ensure continuous improvements are identified through review and benchmarking processes. Collect supplier performance data and investigate problems. Monitor and report on supplier performance, customer satisfaction, and market intelligence. Skills, Knowledge, and Experience Experience in IT Contract management and/or Procurement role across a variety of process and functions, particularly in the areas of IT supply, license, support, and services agreements. Demonstrated experience in managing a Procurement and Contract Management function. Proven complex procurement experience with responsibility for delivery of procurement benefits including financial savings. Expertise in building strong and productive working relationships within teams and with clients and internal and external stakeholders. Strong influencing skills at senior levels to influence acceptance of a new way of working. Excellent communication, written, and influencing skills, and the ability to adapt these to a diverse range of stakeholders and contexts. Demonstrated ability to develop, manage and prioritise a plan of work in a team environment. Strong understanding and application of the procurement and contract management framework as it applies to the Victorian Government public sector is highly desirable.
