The Field Mobility for Emergency Service (FMES) Project will improve mobilisation of our frontline responder workforce (RFS volunteers, SES volunteers and specialist responders) to incidents through a mobile-based application and desktop services. The project is in its Delivery Phase with training, onboarding and release of Field Mobility app to volunteers across the State. Transition to Service (handover of BAU) and Project Close is required by end 2024.
About the role: This role will be working with the project team, in partnership with Rural Fire Service (RFS) and State Emergency Service (SES), and other relevant stakeholders. The project team comprises Change Manager, Business and System Analysts, Training Officers, and Project Support Officer.
Reporting to the Portfolio Delivery Manager (Frontline Projects) and Project Board, the Project Manager will provide direction and management of the project and project team across to support the delivery and adoption of the Field Mobility solution from roll-out and delivery, through to supporting client acceptance and transition to business.
Key Responsibilities of the Role: Coordinate, enable and support the existing suppliers and internal stakeholders to maintain delivery, and further transition the project to BAU, as defined by the project scope with acceptance and sign off by the project stakeholders. Coordinate, enable and support the specialist resources to produce detailed application, operational and support artefacts, with acceptance and sign off by the project and business stakeholders. Coordinate, enable and support the project resources to produce future business requirements (functional and nonfunctional) in alignment with project scope and outcomes, with acceptance and sign off by the project stakeholders. On behalf of the Senior Responsible Officer (SRO), ensure that the project is delivered on-time, within scope and within budget. In accordance with the QFES ICT Portfolio Management Branch framework, maintain comprehensive project documentation that delivers effective and efficient project management. Monitor, maintain and report project scope, objectives, schedule, budget, role clarity, responsibilities, milestones, deliverables, and other project outcomes in common agreement with the Senior Responsible Officer (SRO) and Project Team. Coordinate, manage and maintain project plans, schedules, risks, and issues (RAID), budgets and cost tracking, reports and other project artifacts whilst ensuring adherence to corporate policies, procurement, and assurance frameworks. Provide advice and recommendations to decision makers at all levels regarding project deliverables. Engage, manage, coordinate, and communicate with vendors and contractors responsible for delivery of project milestones and deliverables in accordance with agreed statement of works. Work with the Principal ICT Contract Manager and QFES Procurement Team to establish and manage the required procurements and contracts for the projects. Effectively communicate, consult, and negotiate with other public sector agencies, private sector bodies, customers, and other key stakeholders. Liaise and delegate project tasks to stream or team. Your suitability for this role will be assessed as follows:
At least 10 years Project Management experience with proven experience of enterprise applications, preferably within a government organisation. Highly developed leadership and project management skills across the full project lifecycle in a complex organization. Demonstrated experience in delivery, transition, and project close, including highly developed skills in vendor and contract management, gated assurance and contract reviews, and acceptance of handover. Extensive experience in successfully leading high-profile, complex projects and/or programs. Ability to maintain project momentum in dynamic and diverse environments, undergoing large-scale organisational change and regular emergent change (as is standard within an emergency services organisation) Highly developed stakeholder engagement and management skills with the ability to build strong relationships with both internal and external stakeholders. Demonstrated ability to consult, negotiate and influence a broad cross-section of stakeholders to achieve outcomes. Demonstrated knowledge and/or experience in business and technology integration for ICT lead projects. Well-developed understanding of the application of change management processes and the impact of change on individuals and work groups within commercially driven client focused organisations. Demonstrated understanding of Queensland Government Procurement Policies and Procedures. Demonstrated experience of Microsoft Project, Microsoft 365, or other project management software. Sound knowledge of Public Safety Agencies' mission and objectives. Deliverables, Outcomes and Products: Project completion through delivery, transition to BAU and closing phases. Transition to Service and Project Close artefacts, including stage plans, operations and support specifications, contract management plan, close report. Reporting and presenting to Senior Executives, Program/Project Boards, and other governance bodies Budget and financial management and reporting, and active management of risks and issues.
