PERSOLKELLY has recently been appointed as the sole recruitment partner for the Western Australian Electoral Commission and will be working to provide a 10,000 strong workforce to deliver the next state election in 2025.
We are currently looking for the below roles to assist with the Elections next year:
Roles Available Presiding Officer Presiding Officers are appointed by the Returning Officer (RO) to manage personnel, election resources, and the polling place. This includes ensuring that electoral procedures are followed and supervising staff at the polling location.
After 6 PM, the title of the Presiding Officer changes to Assistant Returning Officer.
Dates: 8th March 2025 and In-person training (Date to be confirmed) (approx. 2 days work - weekend work only) Level: 5 Assistant Presiding Officer Assistant Presiding Officers are appointed to assist the Presiding Officer as needed. They help manage personnel, election resources, and the polling place, including taking on the role of Substitute Presiding Officer when required.
After 6 PM, they assist the Assistant Returning Officer in overseeing the counting and reconciliation process.
Dates: 8th March 2025 and In-person training (Date to be confirmed) (approx. 2 days work - weekend work only) Level: 3 Declaration Officer The Declaration Officer issues declaration votes on polling day to electors who are not on that district's electoral roll.
Declaration Officers issue declaration votes (absent and provisional votes) either electronically using the Elector Recording System (ERS) computer or manually. After 6 PM, they will complete the reconciliation of declaration envelopes in accordance with the relevant manuals and training received. Declaration Officers will also assist with the packing up of election resources and reconciliation of ballot papers.
Dates: 8th March 2025 and In-person training (Date to be confirmed) (approx. 2 days work - weekend work only) Level: 1.3 Early Presiding Officer Early Presiding Officers are appointed by the Returning Officer (RO) to manage personnel, election resources, and the polling place. This includes ensuring that electoral procedures are followed and supervising staff at the polling location.
Polling places may be open for up to 11 days before polling day and also on polling day.
Dates: 24th February until 7th March 2025 (approx. 11 days work - weekend & weekday work) Level: 5 Early Assistant Presiding Officer Early Assistant Presiding Officers assist the Early Presiding Officer as needed. They help manage personnel, election resources, and the polling place, including taking on the role of Substitute Early Presiding Officer when required.
After 6 PM on polling day, they assist the Assistant Returning Officer in overseeing the counting and reconciliation operations in accordance with the relevant manuals and training received.
Dates: 24th February until 7th March 2025 (approx. 11 days work - weekend & weekday work) Level: 3 Early Issuing / Counting Officer The Early Issuing Officer issues ballot papers to electors using the Elector Recording System (ERS) during the polling period. They also rotate as a ballot box guard and queue controller. Early Issuing Officers will also assist with the packing up of election resources and the reconciliation and count of ballot papers.
Dates: 24th February until 8th March 2025 (approx. 11 days work - weekend & weekday work) Times: 7.30 am - 6.00 pm (24th February - 7th March) and 5.00 pm - 12.00 am (8th March 2025) Level: 1.3 Assistant Returning Officer Assistant Returning Officers are appointed by the Returning Officer to open ballot boxes, count votes, and tally results at designated counting locations. They oversee the counting and reconciliation operations in accordance with relevant manuals and the training they have received.
Times: 5.00 pm - 12.00 am Level: 5 Mobile Presiding Officer The Mobile Presiding Officer manages the operation of mobile polling at aged care facilities, hospitals, locations for homeless individuals, airports, and prisons. This includes supervising staff and ensuring procedures are followed.
Dates: Between 23rd February and 8th March 2025 (approx. 3 days work - weekends/weekday) Level: 5 Mobile Issuing Officer The Mobile Issuing Officer issues ballot papers and assists the Mobile Presiding Officer as needed. Mobile Officers will issue ordinary in-district ballot papers using a printed electoral roll and out-of-area ballots, known as absent votes, using an ERS computer. Mobile Officers will also assist with the setup and pack-up of election resources and the reconciliation of ballot papers.
Dates: 23rd February until 8th March 2025 (approx. 3 days work - weekends/weekday) Level: 1.3 Remote Presiding Officer The Remote Presiding Officer manages the operation of mobile polling at remote locations, including visits to Aboriginal communities at set times. This includes ensuring that electoral procedures are followed and supervising staff.
Remote polling is conducted in Aboriginal communities in the following districts: Kalgoorlie, Kimberley, Mid-West, and Pilbara. Remote Presiding Officers will work with at least one Remote Officer and may visit several facilities on the same day.
Dates: 22nd February until 8th March 2025 (approx. 10 days work - weekends/ weekdays) Level: 5 Remote Issuing Officer The Remote Issuing Officer issues ballot papers and assists the Remote Presiding Officer as needed.
Remote Officers will issue ordinary in-district ballot papers using a printed electoral roll and out-of-area ballots, known as absent votes, using an ERS computer. Remote Officers will also assist with the setup and pack-up of election resources and the reconciliation of ballot papers.
Dates: 22nd February until 8th March 2025 (approx. 10 days work - weekend/ weekdays) Level: 1.3 Returning Officer Assistant The Returning Officer Assistant (ROA) is appointed to assist the RO with higher-level duties. Responsibilities include the receipt and entry of results on polling night, assisting with mobile counts, and supporting the return of materials (RoM) from Presiding Officers.
Dates: March 2025 (approx. 4 days work - may require weekend and weekday work) Level: 1.3 Returning Officer General Assistant The RO may appoint four Returning Officer General Assistants (ROGA) to assist with the receipt, sorting, and distribution of materials to Presiding Officers, as well as the reconciliation and packing of materials on election night and for three days after polling day.
