WALGA is offering a unique opportunity for a Manager Governance and Procurement to join us and guide, coach, and lead a high-performing team in delivering expert advice, resources, and advocacy to support Member Local Governments across the state.
In this key leadership role, you will oversee the provision of practical advice on the Local Government Act, Regulations, and related legislation, ensuring member local governments are supported in meeting their governance and procurement obligations.
The Manager Governance and Procurement is instrumental in building the capacity of the sector, fostering a culture of continuous improvement within the team, and supporting advocacy initiatives on key policy positions on the Local Government Act and associated regulations.
What does a typical week look like? While your week may not always be typical, it will certainly be varied and interesting.
In addition to providing advice and guidance to the team which is comprised of a Senior Governance Specialist, two Governance Specialists and a Procurement Specialist, you will also provide expert advice to internal stakeholders and member Local Governments. You will shape policy positions, identify and drive advocacy opportunities, and assist members in adopting and developing policies, local laws, and guidelines that best serve their communities.
Working closely with the Executive Director Member Services, you'll contribute to statutory reviews, assess legislative amendments and consult on regulatory proposals to ensure member local governments and WALGA's interests are represented. A key part of your role will also be to provide subject matter expertise and lead the team in developing presentations and create training resources for Mayors/Presidents, Council Members and Senior Local Government administrators, on governance and procurement topics.
This role involves providing tools, templates, and resources to assist Members, managing WALGA's online subscription and delivering face-to-face workshops and online webinars. You will also present to stakeholders and sector representatives at forums, seminars and conferences.
Let's talk about you. To excel in this role, you'll have a demonstrated understanding of the Local Government Act 1995, associated Regulations and the local law-making process, along with insights into the impacts of legislation on Local Government functions, operations, and compliance.
You will have a thorough knowledge of the role of Local, State and Federal spheres of government and a high level of political awareness as well as experience leading projects that enhance advisory services and support for teams or clients.
You will be a proactive and strategic leader, capable of fostering a collaborative team environment, and making informed business decisions. Your expertise in problem-solving, critical thinking, and professional communication will facilitate effective engagement and relationship building with our members.
You will possess strong advocacy, negotiation and high-level communication skills to engage with a diverse range of stakeholders and influence key audiences, all while managing competing priorities effectively.
