About us The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. About the role The Senior Policy Manager will: provide policy advice to senior management and ministers on a variety of government-led telecommunications initiatives with an emphasis on telecommunications policy support transformation priorities across the department through collaborative projects with subject matter experts to develop proposals, strategies and implementation plans to support senior executive and government decisions. This role will support the Telecommunications Policy team in seeking greater economic and social value from new and existing private and public digital infrastructure and related programs across Victoria and will help deliver the department's objectives of a more efficient and effective public service. The role involves strong stakeholder communications and influence in development of government policy. The successful applicant will work effectively as a senior member of the team with the opportunity to utilise their policy experience on telecommunications issues and broader government service delivery reforms. Key Accountabilities include: Leading the development and delivery of telecommunications policy and program activities, as well as broader transformation initiatives. Driving the strategic decision-making process supporting ministerial and departmental commitments and identifying and responding to new and emerging strategic issues impacting on the operating environment. Initiating and managing negotiations with peers (internal and external) to gain commitment to develop policy and support project delivery. Conducting investigations and research to provide advice to senior management and ministers on telecommunications and transformation related policies, projects and trends. Managing and leading the development of key policy documents, including briefs, correspondence, submissions, reports, and presentations. Providing subject matter expertise that conceptualises, initiates, implements, promotes, and evaluates complex and innovative technical programs. Using knowledge of structures, processes and culture of government, the sector, and the department to develop policies and new program or project initiatives. About you To be considered for the role, you must be able to demonstrate the following capabilities / experience: Policy: Leads, formulates, communicates, and implements public policy options and recommendations. Analyses and critically evaluates information and the potential implications and risks of proposed policy options and develops innovative policy solutions to complex issues that meet government and departmental objectives. Sector knowledge and experience: Demonstrated experience in leading the development and implementation of government policy and program responses relating to telecommunications. Strong knowledge of the state government policy agenda regarding digital technologies including knowledge of current and emerging trends and relevant issues.
