GEGAC is an Aboriginal Community Controlled Organisation based on Gunaikurnai Country in Bairnsdale, Victoria. Consisting of about 160 staff, GEGAC is a Not for Profit organisation that delivers holistic services in the areas of Primary Health, Social Services, Elders & Disability and Early Childhood Education.

Position Purpose Reporting to the Executive Director for Primary Health Care and Wellbeing, the Senior Manager Community Services provides senior operational and strategic leadership to the direct reports who are Program Managers and Team Leaders within the Elders & Independent Living and Alcohol & Other Drugs Departments.
This position focuses on supporting the service delivery of the Elders and Independent Living services and Tanderra services consisting of Alcohol and Other Drugs services and Justice funded services.
Supporting Elders and their families and younger people experiencing health and disability issues through Home Care Packages, CHSP and HACC PYP, managed by GEGAC. This position is responsible for the recruitment of carers, case managers and PAGS workers, ensuring the physical, emotional, and cultural wellbeing of elders and community, through the provision and coordination of high quality and culturally appropriate Elders and Independent Living services. AOD and Justice clients and their families who present to Tanderra for AOD and Mental Health support will be supported through funded programs and in accordance with service agreements from funders. The Senior Manager for Community Services will ensure that funded services are managed in accordance with service agreements with funders and meet all quality and accreditation standards. Key Selection Criteria Demonstrated understanding of what constitutes child abuse and neglect, with a sound understanding of the requirements for a Child Safe organisation. Demonstrated understanding of what constitutes Elder Abuse and neglect, delivering Elders and Independent Living services in accordance with Quality Standards as per the Aged Care Quality and Safety Commission regulations and guidelines. Well-developed understanding of Alcohol and other drug service standards and guidelines in accordance with the Community Services Quality Governance Framework, Department of Health Victoria, and cultural models of care. Well-developed understanding of Aboriginal Health and Wellbeing, utilizing this understanding to deliver quality AHWB Community services to the local Aboriginal community, ensuring all of GEGAC's Community services are safe and delivered in accordance with relevant accreditation standards. Experience in managing risk and developing processes to mitigate and eliminate risk in all aspects of community service delivery. Experience in contract management with government funders, reporting on contracts, and monitoring service delivery in alignment with contractual obligations, with the ability to work in partnership with funders to ensure timely and appropriate communication. Demonstrated experience and proven ability in casework practice / case management principles, directing the team towards goal-oriented intervention plans. Demonstrated ability to develop programs and activities, including predicting various risks. Highly developed communication and interpersonal skills, including the ability to communicate with members of the Aboriginal community and negotiate effectively at senior levels across relevant government and non-government organisations. Excellent written and verbal communication skills, including effective facilitation, negotiation, influencing skills, report writing, presentation skills, and stakeholder management. Proven ability to rethink ways of working to creatively solve problems, actively challenge existing practices, and promote open and constructive feedback. Effective people management and interpersonal skills. Ability to maintain a high level of confidentiality and remain neutral at all times. Sound program management skills and experience, including monitoring and evaluating standards and the ability to collect relevant data and meet program reporting requirements. A strong desire to advocate on behalf of Aboriginal people to address systemic issues that negatively impact individuals and the community. Awareness and recognition of Aboriginal culture. A team-oriented person with a passion for working within an Aboriginal / Torres Strait Islander environment.
