Location: Canberra, Australian Capital Territory Type: Contract Job #17187 About the role Our federal government client is seeking an experienced Senior Business Analyst professionals who will help to articulate and document business requirements and elicit high level requirements and capture business needs.
Key responsibilities Clearly define and clarify business needs to create an action plan, solution report or business case for consideration of senior executives.
Liaise with a range of key stakeholder to understand their core requirements and concerns in order to meet their needs in line with the agency's strategic direction and themes.
Determine business analysis approaches that may include specifying team roles, deliverables, analysis techniques or stakeholder communication.
Assess the current state of the business to identify and recommend improvements for consideration by senior executives and coordinate the analysis, verification and validation on the recommended improvements drive and implement stakeholder analysis to increase engagement with a range of key stakeholders to effectively understand cross business functions.
Facilitate and lead communication across business units with a range of key stakeholders and represent the views of the agency at a range internal and external forums.
Manage requirements and communication through scope, traceability and maintenance manage, produce and review business analyst artefacts and documents that may include risk analysis, scope modelling, problem tracking and sequence diagrams.
Prepare, drive and manage change management plans and/or communication plans.
Determine, prepare, perform and manage elicitation requirement techniques such as brainstorming, workshops, prototyping, observation or interviews, and confirm or report on results.
Oversee the development of strategic and business requirement documentation and ensure requirements are clearly understood by others.
Manage requirements dependencies and relationships and ensure implementation in logical sequences define the process that will be used to approve requirements for implementation and manage change to the solutions or requirements scope.
Determine deliverables by considering a range or internal and external factors.
Conduct comprehensive risk analysis and problem tracking to mitigate potential issues.
Prepare and manage requirements management plan, including testing and quality assurance strategies.
Manage the performance of business analysis activities to ensure they are executed as effectively as possible, including deciding on metrics to measure work specify and model requirements through analysis using textual statements, matrices, diagrams and formal models.
Determine business analyst deliverables, the scope of work for the business analysis activities, resource allocation and estimates for business analyst work identify and define why a business change or capability is required for the agency and/or conduct a capability gap analysis contribute to contract and procurement activities that may include Request for Tender (RFT), Request for Quotes (RFQ), evaluation criteria or cost estimates based on business requirements.
Assess, validate and report on solutions to determine how closely the solution meets the agency's objectives.
Develop strategic plans for work area or team and consider work in the context of future strategic priorities manage the development of staff capability through mentoring, identification of training needs and succession planning.
Highly desirable criteria Demonstrated ability to co-design and define the vision for the digital service in a cyber security, fraud management or digital id context.
Demonstrated ability to document key business requirements, process maps, feature descriptions, data models and role-based access models, and feature backlogs.
Demonstrated ability to convert business requirements into technical requirements and effectively negotiate and communicate with technical resources to develop technical solutions that meet business intent.
Work closely with end users to run user acceptance testing sessions, user training sessions and user feedback sessions.
Desirable criteria Experience working in the Australian Government Digital ID System (AGDIS) or MyGov cyber security and fraud incident management.
