The ADS Senior Adviser manages day-to-day operations for the ADS scheme, including identifying and addressing issues and assisting the Manager to identify and implement policy solutions.
The ADS Senior Adviser leads and manages the work of a team that may be geographically dispersed, including establishing expectations, managing improvement initiatives, managing resources, performance management, contract management, and exercising relevant HR and financial delegations.
The key duties of the position include:Program Management – you will manage the effective and efficient delivery of ADS operations through its program life cycle (including monitoring, reviewing, and updating processes and procedures), in line with Austrade's program management framework.Policy – you will partner with the Department of Foreign Affairs and Trade and Tourism Australia, to contribute to innovative visitor economy policy and program design in relation to future options for the ADS scheme.Strategic Advisory – you will develop strategic, high-quality, data-driven briefing, analysis, and advice for bilateral discussions between Australian agencies and the Chinese Ministry of Culture and Tourism to regulate administration of the scheme, and provide advice to the Minister and Austrade Senior Executives to inform government deliberations.Stakeholder engagement – you will assist the Manager with strategic relationships with key stakeholders including engagement with government at all levels, in particular Tourism Australia, the Department of Foreign Affairs and Trade, the Department of Home Affairs, Australian industry, and relevant Chinese government officials.Reports – you will provide strategic guidance on research projects looking at trends and analysis relevant to the scheme, and develop briefs and undertake regular reporting requirements.Research – you will lead compiling, analysing, and reporting on data and other information to inform performance monitoring, project and program design, implementation, evaluation, and strategy.Collaboration – you will, in partnership with Client Programs Branch, establish relationships and collaborate effectively across Austrade and government and with key industry stakeholders in the ADS scheme.Delivery – you will act as delegate responsible for approval of new ITO Applications (ADS Executive Officer); manage the effective delivery of compliance monitoring; make timely referral of matters to appropriate government agencies; oversee the enhancement of the ADS scheme, including the revision of the ADS Code of Business Standards and Ethics and associated projects; provide oversight and provision of secretariat support to industry consultations; oversee the production of communication material and program documents for internal and external stakeholders; and manage budgets and procurement processes.Evaluation – you will assist the Manager with regular reviews and implementation of the ADS scheme's governance processes such as risk management plans.Minimum Requirements:Australian citizenship – our successful candidate must be an Australian citizen.Security clearance – our successful candidate is required to hold, or have the ability to obtain, and maintain a Negative Vetting 1 security clearance. #J-18808-Ljbffr
