What does this Position do? The Revenue Accountant is responsible for managing the day-to-day financial accounting tasks for the council, ensuring accurate and timely financial reporting, compliance with regulations, and efficient use of financial resources.
The position encompasses responsibilities including financial statement preparation, grant and reserve reconciliations, treasury management, and oversight of debt collection processes.
The Revenue Accountant also acts as a super user for the MAGIQ financial system and provides training.
Key Objectives Provide leadership to the Senior Rates Officer and Debtors Officer, ensuring alignment with council policies and deadlines.
Prepare and maintain the annual financial statement working file and supporting documentation, ensuring accuracy and compliance with relevant standards.
Oversee the preparation of annual financial statements and grant commission returns.
Conduct monthly reconciliations, including bank, debtors, rates, and revenue, ensuring all discrepancies are resolved promptly.
Manage the reconciliation of reserves, including plant fund reconciliations and plant hire rate calculations.
Prepare and reconcile BAS and FBT reports, ensuring adherence to taxation requirements.
Support the Long-Term Financial Plan (LTFP) and Annual Business Plan (ABP) preparation, including revenue calculations and budget management.
Oversee the annual rate levy process and reconcile State Revenue Office (SRO) work.
Oversee debt collection processes, including managing debtors and rates, ensuring effective recovery and follow-up.
Provide support in the sale and disposal of assets, ensuring proper accounting and documentation.
Serve as the MAGIQ super user, providing guidance and training to finance staff, ensuring the financial system is used efficiently and effectively, implementing updates and improvements as necessary.
Act in the position of Manager, Finance and Business (MFB) when required, ensuring continuity of financial operations and leadership.
Clear suspense accounts regularly to ensure accurate financial records.
Address rate classification objections and ensure appropriate resolution.
Administration support for Committee Meetings including Leisure Centre & Audit and Risk Committee Meetings with collation of agendas and minute-taking at meetings.
Reporting of incidents, near misses, injuries, property damage, and identified hazards.
Taking reasonable care to protect their own safety and the health and safety of others.
Following reasonable instruction on health and safety and injury management.
Actively participating in training and WHS programs as required.
Any other responsibilities in line with the position as assigned by the Manager and/or Port Lincoln City Council.
Essential Qualifications, Experience, Knowledge & Skills A degree in Accounting, Finance, Business Administration, or a related field.
In-depth knowledge of Australian Accounting Standards (AASB) and relevant financial legislation.
Proficient IT Skills.
A proactive and results-oriented approach with a commitment to continuous improvement.
High level of integrity and professionalism in handling confidential financial information.
Strong organisational skills with the ability to prioritise tasks in a dynamic environment.
Knowledge of Long-Term Financial Reporting Processes.
Understanding and interpretation of financial statements.
Persuasive skills that enable participation in technical discussions to resolve problems, explain policy and reconcile viewpoints.
Highly regarded but not essential Qualifications, Experience, Knowledge & Skills CPA, CA, or equivalent professional accreditation.
Experience with MAGIQ financial systems and a track record of providing training and support.
Experience supporting internal audits, particularly in the areas of financial reconciliation and reporting.
Knowledge and understanding of local government legislation, guidelines, and standards relevant to the area of operation.
Key performance indicators Accuracy and Timeliness of Financial Reporting: Achieve 100% accuracy in the preparation of annual financial statements, grant commission returns, and monthly reconciliations, with all reports submitted by their respective deadlines.
Compliance and Audit Readiness: Maintain a compliance rate of at least 95% with Australian Accounting Standards and relevant regulations, with no major findings in internal and external audits.
Efficiency in Debt Collection and Treasury Management: Ensure debt collection processes result in a reduction of outstanding debt by at least 10% annually and manage treasury functions to maintain cash flow with a variance of no more than 5% from budgeted forecasts.
