Recruitment and Talent Acquisition Manager (PLMSP - Palladium)
Project Overview:
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program's (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.
Role Overview:
Utilising expertise in innovative recruitment strategies, the Recruitment and Talent Acquisition Manager will lead the direction for long-term recruitment strategies to attract and attain the skilled, high performing team members from across Australia and the Pacific to the PLMSP. Partnering with Leads and hiring managers, the Manager will build a strong understanding of program considerations and manager's needs and bring creative targeted recruitment solutions with a strong diversity and inclusion focus, and to meet the programs unique recruitment needs. This is a position where you can really make an impact and lead a successful team in the delivery of contemporary recruitment practices. This is a fixed term opportunity required for 4 years with possibility of extension.
Primary Duties and Responsibilities:
The Recruitment and Talent Acquisition Manager will:
Oversee recruitment within Australia, regionally across Australia, and across the Pacific and Timor-Leste. Improve and oversee in-country recruitment practices, providing guidance on best practice recruitment.
Create customized recruitment strategies, while adhering to Palladium and DFAT guidelines, to attract key talent, reduce hiring time and provide candidates with a positive experience.
Implement technology practices that source top talent, such as social media and online job portals.
Develop recruitment standards, review, streamline, systemize, and improve current recruitment process and roll out training and guidance for managers to undertake best practice candidate selection.
Oversee end to end recruitment practices including sourcing, screening, interviewing, conducting due diligence and onboarding candidates.
Create pipelines and talent pools for hiring managers.
Required Qualifications:
Successful candidate will possess the following qualifications and experience:
Tertiary qualification in Human Resources or AHRI level qualifications/certification and strong work experience managing a recruitment function and leading staff.
Experience managing high level volume recruitment and technical recruitment, recruiting in a Pacific context, including ex-pat and locally engaged staff.
A high level of drive and self-motivation.
Demonstrated experience working within an agile, adaptable business and managing HR activities in an adaptive and responsive manner.
Strong communication skills, the ability to build relationships with hiring managers and leads and the ability to communicate effectively with all levels of candidates (from Senior Leadership to Officers).
