Permanent Full Time (38 hours per week plus ADO) About the Role The Senior Program Manager - Planning will provide leadership, professional expertise and project management in relation to the initiation and development of future capital infrastructure projects undertaken by Grampians Health (GH).
This role is responsible for proactively developing a future pipeline of capital infrastructure projects & strategy, preparing business cases, project feasibility and undertaking master planning activities whilst fostering a positive workplace culture.
The role is responsible for supporting GH to review and strategically optimise long-term property interests whether owned or leased throughout the organisation and seek efficiencies where possible to generate improved public value and improved patient outcomes.
All whilst ensuring emerging GH capital infrastructure needs are considered and met.
Key Responsibilities Oversee the implementation of capital infrastructure projects at Grampians Health, ensuring adherence to timelines, budgets, and public value, while preparing business cases and conducting master planning.
Ensure all projects comply with health care standards, legislative requirements, and quality management principles, including continuous quality improvement initiatives.
Lead and manage a skilled team, fostering recruitment, training, and development strategies to enhance service delivery, while promoting a positive, person-centered culture.
Review and document potential risks and incidents, ensuring compliance with relevant policies and legislation, and participate in emergency management planning.
Build strong relationships with public and private organizations to identify partnership opportunities and collaborate on health service planning and quality improvement initiatives.
Align infrastructure planning with Grampians Health's Clinical Services Plan, optimize property interests, and monitor team productivity through key performance indicators.
Skills & Experience Tertiary qualifications in Architecture, Engineering, Property, or relevant fields; Diploma (or equivalent) in Project Management is desirable.
Demonstrated ability to lead and manage diverse teams, including consultants and technical personnel, while fostering a collaborative and effective work environment.
Proven experience in managing facility construction and renovation projects, including financial budgeting and effective contract administration.
Comprehensive understanding of applicable standards, codes, and regulations related to facilities systems, along with strong procurement and project planning skills.
Well-developed leadership and communication abilities, with a focus on building strategic relationships, facilitating change, and engaging diverse stakeholders.
