Remote Indigenous Land and Infrastructure Program Office (RILIPO); Office of the Executive Director Regional and Infrastructure Coordination; Aboriginal and Torres Strait Islander Partnerships; Cairns
The Program Manager will be required to undertake tenure assessments, address native title and other tenure related processes to enable timely planning and delivery of land and infrastructure development which includes contract and project management, responsibility of program managing the social housing lease program and the divestment of surplus reserve land. A high level understanding of government land policy is integral to this process.

It is imperative that you have a high-level understanding of key legislation and associated polices, such as the Native Title Act 1993, Aboriginal and Torres Strait Islander Land Holding Act 2013, Land Act 1994, Land Title Act 1994 and the Aboriginal and Torres Strait Islander Land Acts 1991. Knowledge of or the ability to rapidly acquire knowledge of the Queensland Government Native Title Work Procedures is also highly desirable.

Drive and lead projects to secure leases for social housing and other infrastructure.Implement projects derived from ILUA agreements, including identifying tenure actions specific to ILUA processes.Undertake Native Title processes as they relate to validating land tenure.Drive and lead projects to manage tenure resolution that addresses Native Title, cultural heritage and any outstanding leasing or tenure issues.Ensure effective engagement with Indigenous Councils and communities.Participate in cross agency/multi-jurisdictional forums, ensuring effective negotiation on all tenure resolution issues.Develop appropriate performance measures for tenure resolution project deliverables and systems to monitor and report on progress.Prepare instructions to coordinate the provision of Crown Law advice, as required, in relation to Native Title, land tenure and any other relevant legal matters.Prepare appropriate leasing instruments, including lodgment and registration with the ELodgments Titles system.Coordinate and complete the divestment of DTATSIPCA properties in both discrete and urban settings, as well as the divestment of other agencies' properties, where required.Assist with other program areas (Survey, Town Planning, ILIJA and Home Ownership) by providing high level expert land tenure and Native Title advice.Provide timely advice to the Director on a range of projects, outcomes, achievements, emerging issues and priorities.Prepare high level briefing notes, submissions and reports in relation to how best to regularise Native Title and land tenure issues.Possession of a Queensland driver's licence.Frequent travel to remote Indigenous communities is a requirement of this role.All applicants must nominate an Aboriginal person or a Torres Strait Islander person who can attest to their ability to meet the cultural capability criteria. This person may be a community member, supervisor or work colleague.
