This position is a specialist responsible for providing professional-level program management, contract administration and cross-programs policy analysis expertise in programs such as weatherization, energy efficiency and renewable energy, as well as related state energy initiatives. This position works closely with internal and external stakeholders including state agencies, local government, and tribal communities, in addition to federal and state program and policy partners.Strategic collaboration, policy and program developmentTasks include:Analyzes program requirements to develop and refine policy research areas of weatherization and other energy policies (e.g. electrification, renewable energies), evaluating potential policy effectiveness.Plans, develops, and tracks program goals and objectives, seeking input from internal and external subject matter experts and stakeholders as needed.Works with colleagues to incorporate policies in program manuals, including documenting change processes, and maintaining operational manuals to keep current along practices.Evaluates state agency policies, programs, and processes to identify leverage points that could help the weatherization program's existing business practices.Develops weatherization program policies and works with stakeholders and SMEs to implement program policies across the network of local agencies, tribes, and government, explaining new policies and/or changes.Coordinates and oversees Risk Management practices and tracking tools in collaboration with Compliance Team, management and Program Managers.Researches and identifies emerging energy efficiency in buildings technologies and approaches for incorporation into market transformation for weatherization programs.Conducts complex program evaluation, and oversight of processes and policies, ensuring compliance with relevant state and federal laws and regulations and develop best practices for Quality Assurance.Prepares written reports, testimony, and policy recommendations.Interprets federal regulations and policies and translates for WA-specific implementation.Organizes, leads, and solicits input from program advisory groups, technical experts, and external stakeholders to advance program goals.Strengthens relationships with clients, stakeholders, and co-workers.Identifies and solves problems with effective solutions.Coordinates with others to streamline processes, develop best practices, and implement program delivery improvements.Grant and Contract Management and Quality AssuranceTasks include:Develops and maintains technical expertise of Commerce program requirements related to contract management, budgeting, invoicing, and compliance.Works with Commerce's Assistant Attorney General (AAG) and the Commerce Chief Contracting Officer (CCO) on contract language and grantee negotiations to limit agency liability.Oversees and monitors contract management and compliance activities.Leads federal reporting efforts, ensuring timely and accurate reporting.Demonstrates comprehensive knowledge of state and federal requirements for administering grant and loan programs.Monitors grantee expenditures, compliance with deliverables, and reporting to ensure projects are implemented on time and within budget.Cross Unit, Division, and Agency CollaborationTasks include:Attends and facilitates weatherization working group meetings and other collaborative efforts.Represents the agency at professional meetings and conferences.Provides regular updates to division staff and management on work of these initiatives.Required Qualifications:Any combination of the professional level experience in community, trade, and/or economic development AND college level coursework in education in business or public administration or related field totaling seven (7) years.ORSeven (7) years of experience in community, trade, and/or economic development.ORAssociate's degree in business or public administration or related field and five (5) years of professional level experience in community, trade, or economic development.ORBachelor's degree in business administration, public administration, or related field and three (3) years of professional level experience in community, trade or economic development.Competencies:Strong communication skills, demonstrating an ability to clearly convey information and ideas to individuals and groups.Practices attentive and active listening.Develops challenging but achievable goals, has excellent follow-through, approaches challenging tasks and obstacles with a "can-do" attitude.Stays focused under pressure, performs duties with minimal supervision, uses time efficiently.Operates within the organization's formal and informal structures, builds allies and relationships across the division and applications.Preferred/Desired Qualifications:Three years' experience managing energy projects or working in the energy sector.Two years' experience navigating and complying with federal and state procurement, contracting, and budgeting policies and practices.Experience collaborating with marginalized communities, Tribal communities and vulnerable populations.Advanced-level proficiency in
