Centacare North Queensland is a not-for-profit organisation that provides counselling, family support, mediation, family dispute resolution, disability services, education and courses, crisis housing and homelessness support, youth services, community engagement and NDIS services.
Centacare services the North Queensland community from offices in Townsville, Bowen, Mt Isa, Cloncurry, and Normanton.
Your Opportunity
This position provides strategic and operational leadership, direction, development, and management of daily service provision and of the programs under this portfolio.
Department Overview
Centacare North Queensland's Client Services Department provides a broad range of services across the North Queensland Region, such as Disabilities, Education and Life Skills, Family and Community Counselling Service, Employee Assistance Services, Gambling Help Services, Family Relationship Centre, Bridge/ROSA Programs, Family Intervention Services and Financial Resilience Counselling.
This program suite offers a range of evidence-based education and life skills development programs as well as financial resilience and Gambling Help programs.
The education and life skills programs are focused on individuals and families, providing an early intervention focus to support the development of healthy relationships and life skills.
The Gambling Help program delivers a range of interventions and support services to individuals/families that are affected by problem gambling as well as community education around the impacts of problem gambling.
The Financial Resilience Program supports individuals who may be experiencing financial disadvantage or vulnerability improve their financial knowledge and manage factors that may be contributing to financial difficulties.
The service includes counselling, financial education and limited case management.

The position is responsible for the leadership, development and delivery of education and life skills services and within a commonwealth funded program through the Department of Social Services Family and Relationship Services Gambling Help Service (Counselling and Community Education), funded by the Department of Communities, Disability Services and Seniors and the Financial Resilience Service in Bowen funded by Queensland Department of Communities.
Key Responsibilities
Stewardship: Ensure appropriate reporting is carried out within expected timeframes and the program operates within expected governance frameworks including the Human Services Quality Framework, Funding Guidelines, Organisational Strategic Plan, program operational plans.
Oversight and management of daily operations of the ELS, Gambling help and financial resilience services across the organisation including provision of performance development, practice direction, employee support, supervision and mentoring, program data and information collection in line with best practice and program requirements.
Integrity: Operational oversight of program practices and service delivery to maintain integrity of program deliverables in line with legislation, funding body and organisational requirements.
Undertake continuous improvement activities to ensure services are operating at an optimal level.
Implementation and maintenance of data collection and outcomes evaluation measures to ensure service delivery of all programs within the portfolio are effective, efficient and evidence informed.
Respect & Equality: Work collaboratively within the management team to seek out and share best practice strategies and approaches to service delivery across the Townsville and Mount Isa regions.
Ensure all employees within the program portfolio, regardless of location are provided with support, mentoring, direction and inclusion in broader program and organisational undertakings.
Maintain strong, productive relationships with all internal and external stakeholders including peers, funding body representatives, community partners and stakeholders.

Skills and Experiences: To be successful in the role you will have: Relevant tertiary qualifications in Social Sciences, Psychology, or Behavioural Sciences and minimum of 5 years' experience in social or community services management.
Experience in developing, implementing, and evaluating program operational plans, & service evaluation processes.
Demonstrated capacity in relation to effective management of programs and staff across diverse geographic regions, disciplines and program delivery areas.
Current open drivers' licence.
Current Working with Children Blue Card check and Disability services Clearance/ Card/Check.
Desirable Relevant experience in Community Services and or within a Not-For-Profit or Faith Based sectors.
Demonstrated knowledge and experience of governance reporting responsibilities and timeframes, including Queensland government funded community service Human Services Quality Framework compliance standards, and periodic performance (P2i) reporting, or similar.
