MANAGEMENT ANALYST 4 DSHS's Aging and Long-Term Support Administration (ALTSA) is looking for a Management Analyst 4for the Residential Care Services Policy Unit. ALTSA's mission is to develop and provide long-term care services responsive to the needs of persons with disabilities and older adults, giving priority attention to low-income people and families. RCS is responsible for the licensing and oversight of adult family homes, assisted living facilities, nursing facilities, intermediate care facilities for people with disabilities, and certified community residential services and supports. The services provided help people obtain appropriate quality services to maximize dignity and quality of life.
This Lacey-based job can be performed from any city in WA state, as a hybrid telework schedule is available. Travel within WA state to meet with business partners will be necessary on occasion.
This position will assist the Unit Manager in analyzing policy issues and processes, provide consultation and recommendations to RCS management team, internal and external customers, conduct research, analyze, evaluate and reviews the division's policies and procedures related to the overall management of rule making, policy management for AFH, ALF, ESF, NH, and TSS. This position builds comprehensive reports and make recommendations of improvement to ensure that policies are current, and providers follow regulations and staff follow standard operating procedures. This position will develop and implement effective processes improvements for monitoring and measuring outcomes as outlined in the above activities.
Some of what you will do
In coordination with the LTC Nursing Home Policy Program Managers will gather and evaluate data and other information relevant for the recommendation of exception to rule for nursing exceptions and direct care staffing hours per resident day.Gather, analyze, and input data and provide comparative metrics for leadership.Ensures residential setting Guidebooks, brochures, and FACTS sheets are maintained, consistent with current policy interpretation, and available for providersDevelop Guidebook for CCRSS and TSS in collaboration with LTC Policy Program Manager, Developmental Disabilities Administration and stakeholders.In coordination with the Management Analyst 5 will input, manage, and analyze data from platforms utilized such as Smartsheet's.Maintains, gathers, and enters data in systems designed for program management and those systems for data analyses. Monitor complex policies, develop action plans, resolve program issues, and identify solutions as necessary.In collaboration with the policy program managers will gather and evaluate data and other information in the development and adoption of residential long-term care settings, services, and supports rules.Research, analyze, and evaluate federal, Washington state, and other state policies, rules, regulations, and statutes related to long-term care settings, services, and supports.Gather input, data, and cost information from stakeholders in order to complete an accurate and detailed legislatively significant rules analysis including a cost/benefit analysis and small business economic impact analysis reflecting all criteria outlined in the bill.Who Should Apply
Bachelor's degree in business administration, public administration, public health, social work or a related field and four years of experience conducting research and analyzing policies, laws, rules, or regulations or comparable combination of graduate education and experience.
Preferred knowledge, skills, and abilities:Professional level writing, proven ability to develop accurate, clear, and concise material for reports, programs, and plansExperience in analyzing and developing solutions to complex performance and operational issues within critical timeframesDemonstrated experience in interpreting and implementing policies, rules, and regulations of considerable complexityAbility to communicate effectively, both orally and in writingWorking knowledge of policy development, management concepts, and organization theoryPublic administration, program management, staff management, and developmentKnowledge of long-range program planning and direction, legislative initiatives, and agency initiativesExcellent analytical skills, including experience working with qualitative and quantitative dataKnowledge and familiarity with state and federal laws in licensing and certification of long-term care settings, services, and supportsFast forward 6 months:
You have quickly learned and become proficient in the complex RCS Adult Family Home policies. Much of your role involves working closely with different DSHS divisions, and state and federal agencies to develop and put into practice long-term care policy recommendations. This includes creating guidance materials. You've also started evaluating how well these policies meet their intended goals.
