About the opportunity
The Legal, International and Regulatory Affairs (LIRA) Division has oversight of CASA's legal affairs; development and oversight of CASA's international strategy; and overarching regulatory policy.

The Advisory and Drafting Branch is currently responsible for the provision of legal advice, drafting legislative and legal instruments, monitoring international compliance, and strategic engagement on international policy and programs including coordination with Australian Government stakeholders. CASA's ICAO and international responsibilities will transition to the Internal Audit and International Affairs Branch in the coming months, following completion of a LIRA divisional reorganisation.

The ICAO Technical Coordination Section is responsible for managing and coordinating CASA's responsibilities under the ICAO Universal Safety Oversight Audit Program (USOAP) Continuous Monitoring Approach (CMA), as well as all ICAO matters for CASA areas with ICAO Annex responsibilities.

The ICAO Senior Technical Officer will undertake tasks related to coordinating the International Civil Aviation Organization (ICAO) Protocol Question (PQ) Review program within CASA, as well as a range of other activities pertaining to CASA's ICAO obligations. This position will interact closely with multiple areas of CASA to ensure delivery of team objectives.

The ICAO Senior Technical Officer under general direction is responsible for the following deliverables, which represent an ongoing body of work:
Assisting with the coordination and management of CASA's Protocol Question (PQ) Review Program for both the regular and State Safety Program Protocol Questions.Utilising innovation to coordinate with the appropriate subject matter experts (SMEs) at various levels across all areas of CASA and with external stakeholders (as required) to engage on the CASA PQ review program.Supporting the Manager ICAO Technical Coordination in the delivery of CASA's ICAO responsibilities, producing high quality reports, briefing papers and providing Branch and Executive reporting summaries and updates on CASA's obligations.Liaising with CASA regulatory change project leaders on ICAO annex amendments impacting on rule changes and the effect on protocol questions.Establishing and maintaining working level relationships and effective communication with Government agencies under the Memorandum of Understanding of Australian agencies involved in Civil and Defence Aviation and the Tripartite Agreement for Australia's participation in ICAO on all CMA matters, including participating in the USOAP CMA Working Group.Exercise professional judgement to identify opportunities for any improvement strategies for updating existing policies and procedures as required.Deliver training and ongoing technical support to internal stakeholders in the use of the CASA PQ Management System.Responsible for the achievement of own and team outcomes, monitoring team progress and following through to deliver quality outcomes.Provides feedback, support, advice and guidance to peers when required.Promote workplace safety, equity and diversity and participative management and environmental management practices in the workplace and act in accordance with CASA values and behaviours.The key duties of the position include:Ideal Candidate
Our ideal candidate will have the following skills and experience:
Demonstrated high level written skills including preparation of technical responses, briefing papers and reports, ensuring technical and non-technical audiences are considered.Develops and implements work plans, sets work area priorities and evaluates activities and working methods, whilst ensuring effective coordination and planning skills to meet key timelines.Demonstrated working knowledge of the Australian aviation safety legislation as relevant to the role.Demonstrated experience in researching and interpreting technical information with a high level of attention to detail.Excellent communication (oral) skills with the ability to develop and manage relationships with a wide variety of internal and external stakeholders at various levels.Experience in liaising and negotiating with various levels of internal and external key stakeholders including senior executives and representatives from other agencies.Demonstrated ability to work effectively with Subject Matter Experts (SMEs) and present specialist technical advice to staff at all levels in a clear and concise manner.Demonstrated knowledge of ICAO activities/functions, in particular the ICAO Universal Safety Oversight Audit Programme - Continuous Monitoring Approach is highly desirable or ability to learn this quickly.Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988.
