Human Resources Specialist (Compensation)

This position is located in the Department of State's Bureau of Global Talent Management, Office of Overseas Employment, Compensation Management Division (GTM/OE/CM). The division carries sole responsibility for the design of all major cash, non-cash, and risk benefit plans for each of the 186 posts. This responsibility involves compensation and benefit studies, data analysis, plan design, bid specifications development, renewal analysis, and reviews for benefit plan soundness and compliance.
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following: Experience interpreting and applying a range of global compensation and benefit concepts, laws, policies,practices, and diagnostic methods and techniques sufficient to solve a wide range of interrelated HR management problems and issues. Experience developing innovative total compensation comparability approachesfor applying prevailing practice principles in a cross-cultural context for global organizations or programs. Experience providing consultative advice and guidance to senior level officials on compensation and benefit policy regulations and procedures. There is no substitute of education for specialized experience for the GS-13 position.
