2.1 Purpose
The purpose of the Program Director, CESR, is to:
Work with the Corporate Enterprise Solutions Leadership Team and the Corporate Enterprise SAP Replatforming Program Steering Committee to lead and manage the development and implementation of a large scale and complex Information Communication and Technology (ICT) enabled change program. Deliver the CESR Program in line with business requirements and to industry standards to ensure robust ICT systems and business processes that support service delivery. Lead and direct a number of Project Managers, Stream Leads and teams delivering project works under the CESR Program's implementation strategy. Develop and oversee appropriate governance and risk management structures for the CESR Program in conjunction with the Department's Program Management Office (PMO). Ensure integration of the CESR Program with other ICT programs and projects across the department, specifically the IWFM Program for implementation of integrated real-time electronic rostering. 2.2 Role Specific Duties
The Program Director will be required to fulfil the responsibilities of this role in accordance with the Queensland Public Service values:
Adhere to defined service quality standards, health and safety policies and procedures relating to the work being undertaken to ensure high quality, safe services and workplaces. Provide strategic leadership and direction on navigating a complex federated business model environment to enable significant change and the realisation and sustainability of business benefits. Provide strategic leadership and assume responsibility for the development, management and implementation of the core CESR Program business case and overarching integrated implementation plan carefully managing the interdependencies between key solution implementation plans. Prepare project budgets, project timelines and strategic project products for CESR Program for approval by the steering committee or appropriate delegate. Ensure the CESR program is managed within agreed budgets and timeframes to ensure Corporate Technology Services significant ICT investments delivers value for money solutions and realisation of benefits. Implement and manage appropriate CESR Program governance, investment and program management which is aligned with the Department's PMO framework. Identify key CESR Program related risks and provide expert review and guidance regarding risk management and mitigation in delivering the program and achieving the benefits. Inform and advise on strategic issues affecting CESR program deliverables to enable well informed risk management and decision making. Instigate and take the lead role in progressing remedial and corrective action where a project or program slips outside of planned parameters. Take primary responsibility for developing and providing timely and relevant written submissions, progress status updates, briefs, plans, presentations, information papers and the like for the bodies charged with providing governance over Corporate Technology Services CESR Program. These bodies include, but are not limited to, Steering Committees and those boards and committees convened by the department to ensure proper governance and oversight of Corporate Technology Services CESR Program. Create, develop and lead a culture of customer's first within Corporate Technology Services CESR Program that builds customer focussed and service-oriented relationships with key customers both internally and outside the organisation. Develop and maintain effective working relationships with Corporate Technology Services Key Vendors, business partners and implementation teams to ensure continued engagement of program stakeholders is maintained throughout the program lifecycle. Create and foster a professional environment within Corporate Technology Services CESR Program staff which encourages commitment, ethical behaviour, skills development, professional growth and continuous improvement. Support Corporate Enterprise Solutions' CESR Program staff in building ICT project delivery capability within Corporate Technology Services by leading, managing and guiding multi-disciplinary project teams to achieve successful delivery of projects. Support the Senior Director, Corporate Technology Services to drive business transformational change by initiating, influencing and maintaining relationships with Corporate Technology Services internal and external stakeholders that promote a culture of inclusion and business empowerment. Provide expert advice on national and international trends in e-technology in health service delivery. Organisational Duties as follows:
Contribute to the effective management of the Division by adhering to relevant financial management practices, quality management practices (ISO:9001) and public administration policies (related to Right to Information, Judicial Review etc).
Discharge responsibilities of the position with reference to employment equity, anti-discrimination and ethical behaviour.
Ensure that the information of the department is managed in accordance with Departmental Information Security policy and Standards; in order to ensure its confidentiality, availability and integrity.
2.3 'Ideal candidate' description
Section 2.7 lists the criteria that will be applied to assess candidate suitability. As a more general guide, vendors are encouraged to consider the following in their own pre-assessment of which candidate to submit for consideration:
A qualification in Information and Communication Technology (ICT) or Program/Project Management and registration with a recognised professional body would be highly regarded. A minimum 5 years program/project management (preferably SAP projects/programs) experience within complex service provider models with a demonstrated capacity to develop, lead and manage effective ICT enabled change management program/projects to successful outcomes. Knowledge and application of contemporary human resource practices and policies including workplace health and safety, ethical behaviour, equal employment opportunity and anti-discrimination policies, as well as a commitment to their implementation consistent with the mission, vision, values and strategic intent of the department. High level of written and verbal communication skills and the ability to consult and negotiate with a diverse range of stakeholders on complex business requirements in a Public Sector environment. 2.4 Deliverables
Deliverables will be agreed with the Senior Director, Corporate Technology Services, at the commencement of engagement for the delivery of the services in accordance with departments standards and processes.
