The SIVs, Funds and Governance Branch maintains the governance and legislative frameworks in accordance with international standards.
This includes board appointments, review and reporting requirements, investment mandates and statements of expectations, making revisions where needed to assist continued alignment with the Government's policy objectives and financial and risk tolerances.
The Governance Team is responsible for policy and advice on Government Business Enterprises (GBEs) including governance, legislative matters and board appointments across the Finance portfolio.
The team contributes to international programmes on State Owned Enterprise, primarily through OECD & DFAT.
The team is also responsible for managing all training and development for the Commercial Investments Division and engagement activities such as the annual GBE Forum.
The team also assists with some SIV activities.
The Funds Team provides advice on policy, legislative and governance matters relating to the Australian Government Investment Funds (AGIFs).
These seven existing AGIFs are invested to generate funding for important public policy priorities including medical research, drought resilience and social and affordable housing.
We are looking for candidates with an interest in contributing to important policy work relating to the AGIFs, which have a total value of over $285 billion.
Through our oversight of Specialist Investment Vehicles, the Branch is also supporting the Government in delivering critical funding to enable industry to deliver on priority policy outcomes.
This includes oversight of the eight Specialist Investment Vehicles, including the:
Australian Renewable Energy Agency (ARENA), which supports industry to deliver new capabilities to enable the global transition to net zero emissions by investing in pre-commercial innovations.Clean Energy Finance Corporation (CEFC), to invest, directly and indirectly, in clean energy technologies to facilitate the achievement of Australia's greenhouse gas emissions reduction targets.Housing Australia (HA), which manages guarantee schemes and concessional loans to improve housing outcomes for Australians by facilitating and delivering programs that help more Australians access social and affordable housing.National Reconstruction Fund Corporation (NRFC), which provides a range of financing options such as loans, equity investments and guarantees to help Australian industries to grow through enhanced productivity and to address supply chain vulnerabilities.
Priority funding areas include renewable and low emissions technologies, medical science, transport and the agriculture, forestry and fisheries sectors.Northern Australia Infrastructure Facility (NAIF), which provides financial assistance to the states and territories and other entities to support the development of Northern Australia economic infrastructure.Regional Investment Corporation (RIC), which administers farm business concessional loans to assist eligible farm related businesses to remain prosperous and grow, including through investments to assist with drought and natural disaster readiness, and to protect against biosecurity and other market issues.The work of the Branch is guided by a number of critical policy and guidance documents, including the Public Governance, Performance and Accountability Act 2013, the Corporations Act 2001, Commonwealth Government Business Enterprises – Governance and Oversight Guidelines Resource Management Guide No.
126, Specialist Investment Vehicles Resource Management Guide No.
127, and the Commonwealth Investment Framework.
ABOUT THE OPPORTUNITY As a Director in the Specialist Investment Vehicles team, you would be responsible for leading a team responsible for providing advice on legislative and governance matters relating to specialist investment vehicles, including advice on Board and CEO appointments and investment management.
This diverse opportunity could see you working alongside investment vehicles such as the Clean Energy Finance Corporation, Australian Renewable Energy Agency or Housing Australia.
As part of the oversight role, you will be responsible for providing guidance on best practice administration for all SIVs and assessing aggregate risks.
