About The Organisation Public Skills Australia (PSA) is appointed by the Department of Employment and Workplace Relations (DEWR) as one of 10 Jobs and Skills Councils. Public Skills Australia works with employer and employee representatives (career and volunteer) from the Public Safety and Government industry-sectors – Police, Fire and Emergency Services, Correctional Services, Defence, Federal, State/Territory, and Local Government – and provides the following services in support of industry:
Development and consultation of workforce planning and training products that meet industry and policy needs.Implementation, promotion and monitoring of strategies that drive improvement of training delivery and monitor resulting impacts.Stewardship of intelligence relating to workforce challenges and skill needs.About The Position The Director Projects Portfolio is accountable to the Chief Executive Officer (CEO) for leading and delivering all additionally funded projects (beyond the four functions outlined in the grant agreement) required by the Department of Employment and Workplace Relations (DEWR). They will lead projects from conception through to final deliverable and closure (end to end). The additionally funded projects workload will expand and contract as required by DEWR, and in times of contraction, this position will lead the work of core and activity funded deliverables where surge capacity is required in collaboration with accountable Directors.
The Director Projects Portfolio will recruit and manage a small team, manage subcontractors, plan project execution and deliver projects end to end. They will be accountable for budgeting, reporting on project progress, working consultatively with stakeholders and delivering high quality projects.
The Director Projects Portfolio forms part of the executive team of the company, and will work with members of the company, Board Directors, the Department of Employment and Workplace Relations, and other bodies such as Jobs and Skills Australia. They will be accountable for delivering several programs of work simultaneously.
The Director Projects Portfolio will be required to promote and support the vision of the Board, the outcomes of the Vocational Education and Training (VET) Reform program and ensure robust compliance, good governance, fiscal responsibility and adherence to federal requirements. They are required to build and maintain strong relationships with executive level stakeholders within and external to the company.

Lead allocated programs and projects for the company (end to end).Provide project surge capacity to other areas of the business as and when required.Lead and deliver quality work on time and within budget, in line with governance and consultation processes and to required standards.Lead and manage teams and subcontractors within area of accountability to ensure appropriate professional behaviour in line with the company values.Contribute to other executive and company functions enabling cross collaboration.Support the decisions, direction and vision of the CEO and other Executives by acting cohesively and presenting a unified front.Support the decisions, direction and vision of the Board, members, DEWR and other JSCs by working collaboratively for the good of the VET Reform program.Undertake responsibilities and key work activities diligently, in a planned and purposeful way.Undertake other reasonable duties as required.Key selection criteria Essential Tertiary qualification(s) relevant to the responsibilities of the position.Willingness to be hands-on working in a small team environment.Demonstrated experience planning for and managing multi-disciplinary projects (end to end).Demonstrated experience managing qualitative and quantitative research projects.Experience working in complex organisations or industry sectors with competing priorities.Demonstrated ability to advocate across a range of forums for industry sectors with multiple and diverse stakeholders.Demonstrated ability using innovative approaches to identify and assess emerging issues, consider options, and devise solutions to complex challenges.Demonstrated experience drafting, reviewing, and evaluating highly complex reports that explain issues to a wide range of stakeholders.Demonstrated corporate accountability that withstands scrutiny and auditing requirements in project reporting, financials and budgeting, procurement activities and staffing matters.Demonstrated experience in workshop facilitation and negotiating outcomes in complex settings.Demonstrated success in project management in high-pressure complex training related environments with project and budget management experience as well as the ability to plan and implement multiple projects, plan and prioritise duties to meet objectives and deadlines within time and budget constraints.Desirable Demonstrated experience working within service-focused organisations, including (but not limited to) public safety, not-for-profit companies and/or government.Demonstrated experience working within the Vocational Education and Training (VET) and/or research industry-sectors.Demonstrated ability to implement corporate systems, processes and platforms.Current membership, registration and/or recognised credentials with a relevant professional body.Other For the duration of employment, the incumbent is required to:
Pass and maintain a National Police Record Check.Pass and maintain an 'employee' type Victorian Working with Children Check (WWCC).Be vaccinated against COVID-19.Be legally allowed to work within Australia.Hold a current Australian State or Territory drivers licence (car).There will be times when it is required to work outside normal business hours i.e. evenings and weekends to meet stakeholder requirements. Travel will be required for this position, including overnight stays and journeys by road, public transport and commercial airlines.
Type Of Employment This is a full-time, fixed-term position, with the duration aligning to the current Department of Employment and Workplace Relations (DEWR) grant funding available through till 31 March 2026. Experienced staff within the public service will be considered for secondment arrangements. Applicants should note that a six (6) month probationary period applies to all new PSA employees (external candidates).
Location: Although this position is based at the company's office within the Melbourne Central Business District (CBD), the candidate's work location may be undertaken from other locations within Australia by negotiation with line management. The candidate will be required to attend the Melbourne office regularly as necessitated by business and deliverable requirements. PSA supports flexible working arrangements, with a focus on balancing staff needs with work requirements.
