Flexible Work: At PM&C we recognise the broad benefits of offering flexibility in how, when and where work is performed. We consider flexibility first from a starting position of 'how can we make this work?' and consider individual circumstances and operational requirements in making genuine attempts to establish mutually beneficial arrangements. Please reach out to the contact officer if you would like to explore what flexibility might look like for you, such as part-time work, variable start and finish times or working from home.
Who we are: Within the International and Security Group, the Multilateral Economic Engagement Division is responsible for providing advice to the Prime Minister on Australia's multilateral economic engagement, including G20, APEC, G7 and multilateral trade.
The Division works collaboratively with a wide range of APS agencies to advance Australia's national interests in a cohesive and strategic way. The Division's success relies on having the relationships, capability and culture needed to thrive in a dynamic and complex international environment, where staff are empowered to strategically prioritise and shape objectives, and engage with risk to achieve outcomes.
What you will do: Lead a team that provides advice to the Prime Minister and guidance across the Australian Government on multilateral economic and trade relationships. Report to the Assistant Secretary and First Assistant Secretary, and have a close working relationship with the other Director in the Division. Engage with the Prime Minister's Office, officials across the APS, and with officials from foreign governments. Bring leadership experience and deep economic and/or international policy expertise to enable the team to deliver on its objectives. Have the analytical and conceptual skills, agility and resilience required to drive solutions to complex problems in a dynamic environment. Have the ability to manage, digest and synthesise a wide range of policy issues, and to dive deeply into priorities. Draw on wide networks and establish strong working relationships with a large range of domestic and international stakeholders. Contribute actively to the team and division's culture, and invest in staff wellbeing and development. Responsibilities include: Providing leadership to a small team (typically 6 to 8 staff) and fostering a vibrant, inclusive and collaborative culture across the Division. Developing and motivating a diverse and talented team to perform highly, at times under pressure. Managing competing and changing priorities, with clear and consistent communication. Building strong networks and productive working relationships to achieve outcomes across the APS, in the G20 and other multilateral economic forums. Providing accurate, concise and timely advice to senior executives and the Prime Minister, demonstrating excellent written and oral communication skills. Contributing to the strategic direction and work practices of the Division. What you will bring: Our ideal candidate will perform at the Executive Level 2 level in accordance with the PM&C Performance model.
We are seeking highly motivated, self-starting candidates who can demonstrate strong conceptual, analytical and communication skills (both written and oral) and a sound understanding of the Government's international policy objectives and priorities. Flexibility and resilience will enable you to thrive in this fast-paced work environment.
Successful candidates will have substantial work experience, including a demonstrated ability to achieve outcomes on complex matters. You will be able to demonstrate skills in preparing strategic policy advice under pressure, and developing written material to a very high standard. Prior experience working on economic and/or international policy is highly desirable, but not essential.
Working in a small division with broad responsibilities, you will be able to quickly get across new material, consult broadly, and provide considered and succinct policy advice. You will have excellent analytical and written communication skills, including the ability to quickly and accurately synthesise material from a diverse range of sources into targeted briefing for senior officials and forums. You will have excellent attention to detail.
Successful candidates will demonstrate critical thinking and excellent professional judgement, including in engaging with risk and managing competing priorities. You will demonstrate commitment, have strong relationship skills and be able to quickly build positive rapport with stakeholders across the APS and with external stakeholders.
We are committed to building a diverse workforce and strongly encourage applications from Indigenous Australians, people from diverse cultural and linguistic backgrounds, people with a disability and LGBTI people.
A minimum of an NV1 level security clearance will be required for this role.
We welcome applicants who do not currently hold the required security clearance, but are willing to complete the clearance process and successfully acquire the necessary clearance level.
In line with our dedication to an inclusive and safe workplace culture we are seeking candidates who are respectful of people's unique differences, backgrounds and cultures (including Aboriginal and Torres Strait Islander culture) particularly when communicating and working together.
Eligibility: Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the APS unless the Agency Head has agreed otherwise, in writing. At PM&C to be eligible for this position you should be an Australian Citizen at the closing date of application, unless exceptional circumstances apply. The successful candidate must be able to obtain and maintain a security clearance, or hold a current security clearance of an appropriate level. The successful candidate will be assessed through our pre-employment screening checks, such as an Australian Criminal History Check, and will normally be subject to a six-month probation period if new to the APS or has not yet completed their probation period elsewhere in the APS. Security Clearance Required: Negative Vetting Level 1 (Secret)
