About us The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.
The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.
The QFD is an organisation that is focused on reframing the department's relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through the Path to Treaty, Closing the Gap and building our cultural capability.
Purpose of the role Building and Property Operations leads the department's building, property and facilities management functions to ensure assets are fit for purpose, available and accessible to support departmental and operational requirements. This involves ensuring leasing portfolio and tenure management, effective asset lifecycle management, statewide planning and delivery of minor works, and repairs and maintenance, and appropriate facilities management. The team works closely with the Building and Property Investment team to ensure an aligned portfolio approach is adopted in the delivery and lifecycle management of assets and accommodation solutions that suitably support the operations of the department.
Reporting to the Executive Director, Asset Services you will be responsible for providing leadership and direction through all functions of the branch, including the management of human resource, financial and budget, and physical resources. You will be responsible for leading the building, property and facilities management work programs, and will drive strategic planning for the management of complex property transactions, lease management, land management and tenure related matters to ensure fit for purpose accommodation requirements are in line with whole-of-government legislation and maintained to meet departmental and operational requirements.
Your key accountabilities Your part in the ongoing success of our department in supporting key frontline services, will see you responsible for a variety of work, including, but not limited to:
Provide strategic leadership, and program direction in the provision of high quality and fit for purpose building and property assets and effectively respond to departmental priorities.Lead, manage and contribute to negotiations on contractual and agreement matters, and proposals to ensure a high standard of probity and contract management, direct business improvements, and enhancements through identification, development, implementation and ongoing management strategies.Provide expert advice and a solutions' focus approach on matters relating to lease portfolio governance and management, asset stewardship and effectiveness strategies, land use and management optimisation, and asset lifecycle management strategies and performance.Manage multiple complex projects and matters ensuring fit for purpose and accessible departmental building and property assets related outcomes are delivered with strong and genuine engagement of internal and external clients and key stakeholders.Manage, prepare and review complex strong evidence-based reports, submissions and briefings and ensure accurate and appropriate responses to a range of ministerial and departmental correspondence.Represent the department and negotiate at high level meetings and manage liaison and coordination with key stakeholders in building awareness and understanding of asset lifecycle and asset operations' management.Build and enhance professional relationships through effective collaboration and communication strategies across all organisational levels and stakeholders including the engagement with the senior executive to enable effective strategic decision making.Manage human, financial and physical resources ensuring timely and relevant stakeholder engagement and performance management, and drive a culture of accountability and fairness that encourages and enables teams and individual staff to meet challenges, develop skills and achieve quality results.Capabilities To determine your suitability for the role, you will be assessed on the following Leadership Competencies for Queensland behavioural profiles that link to the "key accountabilities" for this role:
