Team Overview The Governance, Assurance and Integrity team sits within the Corporate Group and is responsible for developing, maintaining and monitoring adherence to policies, frameworks and processes used for governance, risk, fraud control and assurance.
Role Overview The Director, Governance, Assurance and Integrity manages a team responsible for governance, assurance, reporting, risk management and fraud control.
It oversees the development and maintenance of guidance materials and training activities to ensure that Comcare is compliant with its statutory obligations under relevant laws and regulations.
The role has carriage of leading the enhanced integrity agenda in close partnership with other corporate directors, especially in our people, corporate compliance and fraud investigations domains.
Primary Responsibilities: Develop and implement Comcare's Governance, Risk, Fraud Control and Assurance Frameworks in line with relevant legislation and guidelines.
Provide secretariat services for the Audit and Risk Committee (ARC), Operations Committee and Sub-Committees of the Executive Committee or Comcare's Governance arrangements.
Manage the relationship with and support provided to ARC members, including contract administration for ARC members.
Manage the delivery of internal audit services, including managing Comcare's relationship with the audit service provider.
Prepare Comcare's response to external performance audit recommendations, including developing an action plan for addressing ongoing gaps.
Provide advice and support to Comcare's Chief Financial Officer and Chief Operating Officer and to Comcare's Accountable Authority and the Seacare Authority to assist them to meet their obligations under relevant legislation and reporting requirements.
Provide strategic advice and reports to Comcare's executive and governance committees in relation to governance, risk, fraud control and assurance, including making recommendations to improve compliance and internal controls aligned to an enhanced focus on integrity and stewardship.
Map and maintain a current awareness of Comcare's controls, systems and processes used to ensure compliance and good governance practices so that accountabilities and opportunities for improvement can be identified.
Monitor Comcare's environment to identify emerging trends or issues as they relate to governance and risk, maintaining awareness of, and responsiveness to, legal and regulatory, reputational and commercial factors and assessing their potential to affect the organisation.
Oversee software systems used to track Comcare's adherence to its obligations as an Australian Public Service (APS) agency.
Qualifications and Experience Highly Desirable: Tertiary qualifications in governance, risk or assurance or a related field.
Desirable: Experience in the development and application of frameworks relevant to the role's area of responsibility.
