To help us achieve this, we are looking for a strong people leader with broad financial experience to drive excellence in our Financial Services Group.The Chief Finance Officer reports to the Executive Lead Finance & Commercial Operations. We are seeking a skilled financial leader to oversee council's financial frameworks, including budget development, financial reporting, and compliance with relevant Acts and Regulations. You will advise the Executive Group and Council on financial performance, budget setting, and manage the council's investment portfolio. Additionally, you will lead transformation efforts to enhance the efficiency and culture of the financial services function while working closely with senior leaders and stakeholders. As a key leader, you will also provide expert briefings and analysis on financial matters.To succeed in this role, you will have:A degree in accounting, commerce or business and full membership of a recognised accounting body (CPA, CA or IPA) with 10+ years post-qualification experience.Extensive experience across all areas of financial management, including within a large complex organisation with a significant capital works program.Proven ability as a highly effective people leader that leads individuals and teams to high performance and works collaboratively with other leaders to deliver an organisation's strategic objectives.Demonstrated senior leadership experience, including within a large and complex organisation, which involves developing and implementing strategic business plans, developing staff and establishing a high-performance culture.Extensive experience implementing and maintaining frameworks, policies and procedures related to budget development and management, financial reporting and all other financial management responsibilities that apply to a council in New South Wales.Highly developed communication and interpersonal skills, with the ability to build relationships with senior leaders, councillors and stakeholders such as service providers, software vendors and state government stakeholders.Experience in reforming an organisation's finance function and embedding enduring improvements in effectiveness, efficiency and culture.Experience in the following areas will also be highly regarded:Leading the finance function for a local government organisation.Complying with statutory financial and accounting obligations of councils under the New South Wales Local Government Act and Regulations.Implementing the New South Wales Integrated Planning and Reporting framework.Applying and embedding the Australian Business Excellence Framework as a leader within an organisation.Remuneration and BenefitsEmployment Type: Full Time, Permanent - 35 hours per week.Attractive salary package of $215,000 including salary, super and vehicle allowance.Flexible work arrangements - hybrid working and flexi-time.Discounted gym membership through membership to Fitness Passport.Annual salary increase as per the Local Government (State) Award 2023 plus annual salary review.Long service leave after 5 years.Generous employee assistance program.Salary packaging options available through Salary Packaging Australia and Maxxia.Recognition through our annual awards ceremony celebrating and rewarding staff achievements.Business & Performance DirectorateThe Business & Performance Directorate oversees a comprehensive portfolio of organisational functions encompassing financial stewardship, people management, technological advancement, commercial endeavours and strategic asset management.The Business & Performance Directorate provides all the corporate services functions within PMHC, supporting the needs of over 600 staff across the organisation every day as well as the short and long-term strategic direction of the entire organisation.About the Port Macquarie Hastings RegionThe region is one of Australia's most enviable locations.
