Capability Analyst - Electromagnetic Spectrum OperationsRussell ACTThe key duties of the position include:The RoleWould you like to be part of Australia's effort to acquire new Electronic Warfare (EW) capabilities – highly significant Defence technology that will position Australia to respond to strategic challenges in the coming decades?An exciting opportunity exists for multitalented individuals to join the Joint Electronic Warfare Directorate as a Capability Analyst in Electromagnetic Spectrum (EMS) Operations. The position requires a high level of analytical judgement and stakeholder engagement skills. The role is required to engage closely with Defence project sponsors, project managers, ADF members, and industry to understand developing technology, the approach to delivering EW projects, and to provide advice on Defence and Government requirements to ensure successful delivery of Joint capabilities.An APS 6 Capability Analyst works with reasonable autonomy, has demonstrated management skills within a diverse and integrated workforce of capability-focused professionals, and is responsible for achieving complex capability development work. Joint EW Directorate places a high priority on staff development and will work with the successful candidate to ensure they receive the necessary training for their role. There will be opportunities to learn about capability development and Joint EW operations.This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Agreement (DEA), for positions in occupational disciplines/classifications that are critical to Defence capability. For further information, please contact the contact officer.About our TeamJoint Information Warfare Branch (JICB) is an integrated team of military (ADF), civilians (APS), and contractors (industry) who contribute to developing the Joint Force.JICB develops and manages a number of capabilities being:Joint Simulation Capabilities (JSC).Joint Cyber & Influence (C&I).Joint Position Navigation and Timing (PNT).Joint Electronic Warfare (EW).Project Management Office (PMO) including Health Knowledge Management & Digitisation programs.Joint EW is a high-paced environment, with varied work across a spectrum of activities. Work can be demanding at times with ADF expectations, program milestones, and committee representation scheduled for a range of EW outputs and projects.This Directorate is responsible for developing Joint EW capabilities in preparation for the integrated force's application of electromagnetic spectrum warfighting effects. This is achieved through engagement with a variety of internal and external stakeholders including international allies and partners, industry, across Defence and other Government Departments.This team conducts extensive stakeholder engagement, presenting complex initiatives and planning proposals, securing agreements and participating in the implementation of a range of EW initiatives. In joining Joint EW, you will support the team in solving highly complex problems and will be instrumental in developing future EW capabilities.Our Ideal CandidateWe are seeking a highly motivated, resilient, and collaborative individual to work cohesively in a team to analyse and solve complex capability-related issues. The candidate will apply understanding of broader Defence policy and strategic objectives to capability development initiatives.Additionally, you will display:Excellent interpersonal skills, with the ability to build productive working relationships with internal and external clients, service providers, and stakeholders.Highly developed conceptual thinking and analytical skills. You must be able to analyse complex and technical documents, identify issues, draw sustainable conclusions and develop responses supported by evidence.Excellent written and verbal communication skills. You must be able to brief complex technical issues to senior executives in plain English and explain complex ideas succinctly in the brief.Demonstrated ability to proactively and consistently meet deadlines and ensure delivery against objectives.For this position, the candidate must be prepared to obtain a Positive Vetting clearance and due to the nature of international engagements, be able to participate in the occasional online meeting at irregular hours, and occasional domestic and international travel.Security Clearance:Prior to commencement, successful applicants will be required to undergo a psychological assessment and an extensive security clearance process.
