Workforce Planning Manager

We are currently looking for experienced Workforce Planning Managers to support our client through the implementation of tranche 1 of its national resource planning approach to optimise resource allocation and meet operational requirements.
We are seeking support to conduct a review of tranche 1 and assistance to develop the maturity of future approaches. Using findings from tranche 1 and various workforce data the Agency wishes to evolve its workforce planning approach for tranche 2, leveraging this information to guide future strategic workforce activities including a Strategic Workforce Plan.
Major ResponsibilitiesDriving a project of work, guiding allocated resources, working to area priorities, managing workflows, developing strategies and evaluating business outcomes.Accountable for accurate completion of work within timeframes and quality requirements, sharing own expertise with others and guiding and mentoring less experienced employees.Provide guidance, prepare detailed briefing material and documentation and work directly with Director WIP and other team members to deliver workforce management and planning products.Provide clear direction on the alignment of workforce management and planning initiatives.Understand and apply expert advice on a range of workforce management and planning activities including workforce design, demand, supply, gap analysis, strategies and risks.Explain complex to very complex workforce management and planning information and advise on the development of briefing materials and documentation.Liaise with stakeholders to obtain workforce planning intelligence to support the development of recommendations for workforce issues.Build and sustain relationships with a range of stakeholders across the Australian Signals Directorate and other organisations to achieve outcomes.Analyse workforce data against the approved workforce allocation and understand and monitor the impact of any changes to the workforce over the short, medium and long term.Identify strategies to mitigate workforce risks including the development of workforce design options and reprioritisation as necessary.Apply knowledge, skills, and experience to understand, analyse, maintain and manage data in Human Resource Management Information System.Skills and ExperienceWFP Tranche 1 Quality Assessment and Improvement Schedule: Conduct a comprehensive assessment of tranche 1 of the agency's national resource planning approach, identify inconsistencies/ areas of improvement/ maturity uplift, and develop a recommendations report and schedule.Workforce Planning Framework: support to embed and refine the agency's tranche 2 resource planning framework targeted at Branch managers outlining the planning process, including key metrics, data sources, analysis methodologies, and decision-making criteria.Demand and Supply Forecasting Model: Create a robust supply/demand forecasting model incorporating historical data, business trends, and external data (ANZSCO) to predict future workforce requirements in alignment with organisational objectives.Capability and Capacity Assessment: Conduct a thorough assessment of current workforce capacity/capability, including skills, competencies, and availability to identify gaps and surpluses.Resource Allocation Optimisation: Propose strategies for optimising resource allocation based on demand forecasts, capacity assessment, and business priorities.Communication Plan: Develop a communication plan to effectively disseminate planning insights to relevant stakeholders on a rolling 6 month basis.Location:This role is a Canberra, ACT.
Contract terms:until 30 June 2025, with further extensions available subject to department budget and availability.
Security Requirements:Candidates must hold an active NV1 security clearance. Australian Citizens only. Candidates will need to be willing to undergo pre-employment checks which may include, ID and work rights, security clearance verification, and any other client requested checks.
