About the Role:Reporting to the Director of Tolling, the Tolling Operations (Business) Manager is responsible for the establishment and ongoing management of STC's tolling operations, specifically focusing on tolling revenue management, credit, enforcement, and the capability to collect toll revenue.
The role is critical in ensuring the smooth operation of toll revenue collection processes and supporting business functions.
This includes overseeing credit and billing operations, enforcement, and interoperability with other tolling systems.
You will play a leading role in contributing to the procurement and delivery of STC's Toll Collection Capability Project (TCC), ensuring the tolling solution is delivered on time and meets operational requirements.
Key Responsibilities:Lead the establishment of STC's tolling operations, focusing on revenue collection, credit management, and enforcement.Oversee all aspects of toll revenue collection, including credit and billing processes, enforcement mechanisms, and interoperability with external tolling systems.Act as the key business representative for the procurement and delivery phases of the Toll Collection Capability Project, ensuring alignment with operational requirements.Manage the relationships with Australian Tollway Operators, financial institutions, and enforcement partners, ensuring legal compliance and the efficient management of toll revenue.Develop and implement policies and procedures to ensure compliance with revenue and credit policies, including managing risk associated with billing and enforcement.Collaborate with internal and external stakeholders to ensure operational readiness for the go-live of the tolling system.Establish and lead the Tolling Operations team, planning for growth and ensuring operational excellence.Analyse performance data, identify trends, and implement continuous improvements to enhance operational efficiency.Oversee the management of customer communications, billing, and reconciliation processes, ensuring a seamless experience for users.Ensure the development and maintenance of all tolling operations documentation and disaster recovery plans.Key Requirements:10+ years of experience as an Operations Manager or equivalent, with substantial expertise in tolling or a similar environment involving high-volume, low-value financial transactions.Strong experience in toll monitoring, multilane free flow tolling operations, and business finance.Proven leadership in managing tolling systems, interoperability, and enforcement processes.Strong analytical and problem-solving skills, with a focus on continuous improvement and innovation.Experience in technology project delivery, acting as a business sponsor, ensuring operational readiness for greenfield projects.Expertise in stakeholder management, strategic planning, and systems thinking.Ability to manage relationships with a wide range of internal and external stakeholders, including toll operators, government agencies, and service providers.Tertiary qualifications in Business, Finance, or a related discipline are required.Why Join?Be part of a landmark transport project, shaping Victoria's future infrastructure.Work in a dynamic, growing organisation with opportunities for professional growth.Lead a critical function within a dynamic and growing organisation.Contribute to building new toll revenue systems from the ground up, making a lasting impact.Join a close-knit team with a focus on collaboration and innovation.Interested?
