Primary objectiveManage the condition and functionality of transport assets through the delivery of the Transport Asset Program (TAP) incorporating capital, minor new works and repairs and maintenance programs to enable the delivery of a safe, quality, environmentally responsible transport system.
Key duties and responsibilitiesManage the delivery of the TAP for infrastructure including aerodromes, barge landings, boat ramps, public transport infrastructure, jetties, pontoons, weighbridges, MVR buildings and Road Safety Centres.Develop the annual TAP using: strategic asset management planning and engineering tools and processes; a high level of stakeholder engagement; and asset condition data to determine works and drive project scoping.Manage and report on the progress of the TAP to meet project and program objectives, including monitoring commitment levels and expenditure throughout the financial year and ensuring funding is appropriately allocated in response to identification of savings and over-runs.Facilitate the Australian Government (AG) and other funding application processes; monitor and report on grants.Actively contribute to a culture of achievement through constructive leadership and management practices, develop and maintain effective collaborative partnerships with key internal and external stakeholders at all levels to resolve relevant asset management and functional issues and represent the department at a range of internal and external forums.Develop and maintain effective governance and reporting systems in all areas of responsibility to ensure timely identification and management of risks and service standards are consistently meeting needs and expectations of clients and government.Selection criteriaEssentialA recognised tertiary qualification within the Civil or Structural Engineering field or related discipline.Proven in-depth knowledge of and experience in civil asset management, design and / or construction and engineering and the relevant Australian Standards, legislation and regulations.Proven high level skills and experience in project and program management methodologies, practices and tools across the full project life cycle.Well-developed communication, interpersonal and influencing skills with the ability to work constructively with people from a range of cultural backgrounds and in a team environment.Demonstrated ability to achieve program and organisational outcomes, including actively contributing to a culture of achievement, and developing effective collaborative partnerships with key stakeholders.Proven skills in change management and continuous improvement techniques relevant to implementation of new programs, projects and processes.DesirableAwareness of the environmental and cultural issues, policies and initiatives in the context of roads and transport infrastructure in the Northern Territory.Awareness of the local construction industry and environment including pricing trends. #J-18808-Ljbffr
