Temporary Program Manager role available until 30 June 2026.

An exciting, fixed term temporary opportunity has become available for a high-level Program Manager to lead the Natural Disaster Program managing the Disaster Recovery Funding Arrangements (DRFA) following Tropical Cyclone Jasper and subsequent flooding events. The objective of DRFA is to manage the delivery of restoration works of the damaged state-controlled road network caused by disaster events activated under the Disaster Recovery Funding Arrangements.

In the role of Temporary Program Manager, you will be responsible for planning, overseeing, monitoring and tracking the progress of the program of works associated with the District's DRFA Program. To ensure completion in accordance with required timeframes, cost, quality, stakeholder expectations and service standards, you will provide specialist technical expertise and advice to other professional and technical staff. You will provide and maintain an effective communication network between customer, sponsor and the project teams.
Some of your responsibilities will include:
• Managing the program budget, governance, progress against milestones, risk management and mitigation over the program life cycle.
• Strategise, implement, and maintain program initiatives that adhere to TMR & disaster recovery funding arrangement (DRFA) objectives.
• Oversee all operations and business activities to ensure the desired results are consistent with TMR and DRFA requirements.
• Analyse, evaluate and manage program risks and issues over the program life cycle and devise mitigation responses.
• Develop and manage program budget and be accountable for delivering against established DRFA objectives.
• Managing the resources across the various projects in the program
• Act as "Representative of the Principal" for the delivery of contracts as defined and delegated at respective development/implementation project phases.
• Comply with the WH&S Act, Regulations and Department Policy.
Mandatory qualifications and conditions
• A Washington Accord accredited four-year degree in Civil Engineering or equivalent recognised by Engineers Australia.
• Registration as a Registered Professional Engineer of Queensland (RPEQ) is mandatory for appointment to the position.
• Current holder of Class C driver's license.
• Criminal history screening will be conducted for the recommended person for this role.
• Must be eligible to work in Australia.
• Pre-employment check of serious discipline history for the recommended candidate(s) as a condition of employment.
Desirable Experience
• Significant years of experience in leading a multi-disciplinary team to successfully deliver a large infrastructure project.
• Previous experience in disaster recovery, emergency management, or infrastructure project management is highly desirable.
• Strong organisational and communication skills with the ability to effectively coordinate multiple stakeholders and manage competing priorities.
• Knowledge of relevant legislation, regulations, and guidelines related to disaster recovery and infrastructure projects.
• Experience in procurement processes and contract management is preferred.
• Ability to work effectively in high-pressure situations and adapt to changing circumstances.
