Our projects span strategic planning and business case development, policy and regulatory development within terrestrial fibre and wireless domains, satellites and submarine fibre cables.We are expanding our telecommunications team to support increased project workloads under new contracts with key infrastructure and connectivity programs.We are seeking an experienced Senior Manager with a background from technology departments of telecommunications operators, vendors, or service providers, or those with a strong understanding of technology and strategy intersections. Ideal candidates will have knowledge of mobile cellular, fixed networks, satellite, and submarine fibre cables. This role offers an opportunity to transition into general consulting with a focus on telecommunications and enabling technologies, as well as other sectors with a communications dimension. You should be interested in planning and strategy, policy, regulation, network economics, and market strategy, rather than detailed engineering planning and design.Key Responsibilities:Conduct technical analysis for expanding national and international fiber backbones to guide project design for policy and regulatory reform.Collaborate with submarine fiber cable experts to convert engineering best practices into policy and regulatory guidelines.Perform technical business planning for FTTx, fixed wireless access, and LEO satellite connectivity to advise national policymakers and regulators.Consult with country operators, utilities, and infrastructure owners on infrastructure sharing to reduce network expansion costs and improve network quality.Engage with Australian Government stakeholders.Develop and maintain financial and economic models to analyse complex projects.Create and apply frameworks for assessing value for money, economic, and financial impacts.Develop and implement frameworks to evaluate policy options, regulatory impacts, and advise on regulatory compliance.Produce clear, well-written reports and presentations to help clients understand complex issues.What we're looking for:7 to 10 years of experience in network or radio frequency planning, design, and procurement within a relevant technology organization, or a similar role focused on network and technology economics (e.g., commercial strategy, ACMA, ACCC).Knowledge of key regulatory, commercial, and financial issues related to market structure, wholesale services, infrastructure access, enabling markets (e.g., Data Centres), and emerging technologies (e.g., quantum computing).Experience applying telecommunication standards to Industry 4.0, utility automation (e.g., smart grids, ports, rail), and vehicle automation.Overseas market experience in the Indo-Pacific region.Excellent written and verbal communication skills, high presentation standards, strategic thinking in problem-solving, and a proven track record of insightful, data-driven quantitative analysis.Ability to lead and manage multiple projects and teams concurrently, effectively prioritizing competing demands.Strong interpersonal and client management skills with clear and effective communication.A proactive, supportive, and respectful team approach, with the ability to function under pressure and seek help when needed.Commitment to a positive team culture and enthusiasm for working in a flexible and diverse team environment.What we can offer you:Acknowledgement of CountryEY acknowledges the Traditional Owners and Custodians of the lands on which EY offices are located around Australia.
