The Compliance Division is looking for an experienced Revenue Agent to fill a Region 2 Roving Technical Specialist, Mainstream (Revenue Agent 3).
The position location will depend on the successful candidate, but will be located in Seattle, Yakima, Richland or Spokane.
This position will report to the Regional Compliance Manager and serve as a technical specialist resource for multiple offices within the region.While the Technical Specialist directly contributes to the agency vision and mission to achieve the highest level of voluntary compliance through fair and efficient revenue collection, this position's primary focus is the division's priority to achieve its fiscal year cash commitment through independently collecting high-dollar, complex, time-consuming, possibly sensitive accounts, requiring in-depth investigation and advanced techniques in judgment enforcement.This Roving Technical Specialist's primary duty is to jump in as needed to help collect accounts from multiple field offices and assist coaching Revenue Agents in the fields of Rules & Laws, appeal responses, financial analysis, and advanced mainstream collection procedures.Candidate screening will begin as early as September 9, 2024 and the hiring authority may exercise the option to make a hiring decision at any time after.
It will be to the applicant's advantage to submit materials as soon as possible.The salary listed for this position does not include the 5% premium pay for positions based in King County.You will act as the primary technical trainer for new Revenue Agents and will conduct ongoing technical training for more experienced agents.
Reviewing staff casework, making recommendations for technical actions such as trust fund accountability, successorship liability, and financial analysis.In the absence of the DCM and lead worker you will step in as acting lead as needed.
This includes coaching and mentoring, determining resolutions to challenges, and ensuring the office/unit successfully closes the day.This position also:Independently contacts complex delinquent accounts using advanced professional techniques in fieldwork, telephone use, and correspondence to determine the amount of tax liability and effect compliance.Performs detailed financial analysis and evaluates assets to determine the taxpayer's ability to pay.Independently issues tax assessments, initiates, and files tax warrants in the county where the business is located.Initiates action to revoke the certificate of registration of a business and is responsible for legal service of the documents, represents the department before the hearing officer and throughout the appeal process.Independently composes appeal responses that serve as legal briefs summarizing the department's case in tax appeals.
Acts as the first level review for drafted appeal responses and technical advice requests.Provides customer service on assigned front counter back-up days and whenever front counter assistance may be required.Two years of experience working as a Revenue Agent with at least one year of those years at the journey level within the Department of Revenue.ORA bachelor's degree involving major studies in business administration, accounting, public administration, political science, economics, criminal justice, sociology, psychology, law, or a closely related field.ANDTwo years of experience in the field of personal or business finance, tax auditing, law, law enforcement, adjustment of claims, examination and analysis of business tax records, collection of civil debts, or other related fields.
*Note - Additional qualifying experience may substitute, year for year, for education.In addition to the above, successful candidates must possess the following:Knowledge and experience working accounts involving Nexus/Economic Nexus, successorship, trust fund liability, financial analysis, revocation, and advanced methods of judgment enforcement.Possess clear communication skills to employ a 'train-the-trainer' concept to provide technical training and guidance to new and journey level agents.To be considered:Complete the online application in detail, as it will be used as your initial resume.Attach a cover letter explaining your qualifications for this position.
