Job posted: 08/01/2025Location: North East Region | WhittleseaJob type: Full Time - Fixed TermOrganisation: Department of Transport and PlanningOccupation: ConstructionReference: 6040About the RoleTHIS IS A FIXED TERM POSITION UNTIL 31st DECEMBER 2027.In July 2020, as part of a COVID 19 Fast Track Program to be delivered by the Victorian Planning Authority (VPA), the Minister for Planning and the Treasurer announced that a Growth Area Infrastructure Contribution Work-in-Kind (GAIC WIK) mechanism would be used to deliver the Gunns Gully Road Interchange Project.The Department of Transport and Planning (DTP) is the receiving agency for the project, and as such is responsible for ensuring it is designed and constructed to DTP standards and requirements and is fit for purpose.Operating under limited direction, the Surveillance Officer – Hume Freeway Projects will exercise professional independent judgement to provide on-site assurance for the Gunns Gully Road Interchange Project including traffic management along Hume Freeway, service relocation works, earthworks, bridgeworks, pavements, drainage, re-surfacing, and traffic signals according to established project scope, design and specification, as well as ensuring the project is constructed in accordance with DTP policies and guidelines.Due to the complex traffic management restrictions along Hume Freeway, some of the works for this project will be carried out after hours (Nightworks); therefore, the role will be required to undertake work out of normal business hours.This role will focus on the surveillance of the Gunns Gully Road Interchange Project located at Gunns Gully Rd, Beverage.Project Assurance – Continuously assure that works are being executed in accordance with the requirements of Specifications, technical standards, codes of practice, and legislation.Project Monitoring – Provide timely advice and records on the progress of works including against schedule, budget, resources plan, and support the evaluation of contractor claims.Construction and OH&S Advice – Provide advice on construction practices, safe execution of works, and innovative responses to complex construction and traffic management problems where defined policy and procedures do not always exist.
Review and provide advice on complex traffic management plans.Community Engagement – Develop and maintain strong working relationships with key stakeholders including the community and other clients.Quality and Risk Management – Prepare risk-based surveillance plans and undertake surveillance and audits in accordance with that plan.Promote and support safe, inclusive and flexible team operations.Key Selection CriteriaWe are seeking a Surveillance Officer to ensure the successful delivery of projects by coordinating tasks, guiding execution, and maintaining accurate project records.
The role involves monitoring progress, taking corrective actions as needed, and ensuring outcomes align with agreed standards.The ideal candidate will apply critical thinking to resolve issues using guidelines or collaborative problem-solving when required.
