The Planning and Land Services group in the Department of Transport and Planning brings together land, property, statutory planning, building and heritage capability to deliver whole of state services.
The Group's focus is to provide services in land administration, property information and facilitating the better use of government owned land.
The Planning and Land Services group also:
ensures secure and accurate registration services for property, land and water share transactions.
provides specialist transport property services including planning, acquisition and management of land and building assets.
manages the state's planning, building and heritage systems to shape the places and communities of Victoria.
The Building Division supports and oversees 7 public entities in the building portfolio that are responsible for ensuring the effective operation of the state's building system.
These entities represent the most diverse and complex range of roles and functions within the portfolios of building and planning.
The scope of the Building Act 1993 adds to this complexity; the unique mix of regulators, service delivery agencies, advisory boards and panels makes for a complicated application of the governance framework; it requires a more tailored and focused approach to engagement and strategic planning.

About the Role
The Senior Project Officer will play a pivotal role in supporting the Building Monitor in these functions as well as governance matters for the Building Division more broadly.
The role will be responsible for leading projects designed to improve building outcomes for consumers, including gathering and analysing data and available research.
The role will contribute to work within the Building Governance team and across the branch.
The successful candidate will be able to demonstrate a high level of experience in managing projects and stakeholder management skills to address complex challenges.
Advanced analytical and communication skills and effective collaboration in a dynamic work environment to achieve desired outcomes will be essential.

Fixed term full time until 30 June 2026
Position Outcomes / Accountabilities
Lead or contribute as part of a team to research, analysis and review of a range of complex policy and reform issues, with a particular focus on improved outcomes for domestic building consumers and the formulation of recommendations based on findings.
Work across government agencies and Departments at senior levels to build a sound picture of the practicalities for domestic building consumers in Victoria.
Contribute to the coordination and management of stakeholder engagement with a range of internal and external groups.
Undertake research and prepare timely and high-quality submissions, reports, briefs, and discussion papers with supporting documentation on complex and sensitive matters, demonstrating a detailed understanding of the policy, political and industry context.
Initiate, maintain and manage effective working relationships with key internal and external stakeholders to gain cooperation and influence views on complex, contentious and sensitive matters within established parameters in order to support government and business unit priorities.

Data literacy Considers data sources, collection and structure impacts in the delivery of data analysis.
Generates descriptive statistics and relevant data visualisation leading to decisions under the guidance from subject matter experts.
Ability to utilise advanced excel formulas, pivot tables and generation of data charts is required.

Knowledge management and business continuity Implements and supports others to apply knowledge management and business continuity practices in day-to-day work.

Critical Thinking and Problem Solving Resolves issues through deep understanding or interpretation of existing guidelines.
Where guidelines are not available, analyses ideas available and acts through self, or in consultation with others to resolve problems.
If required, determine additional information needed to make informed decisions.
Applies critical thinking and problem-solving concepts in the right context.

Qualifications and Experience
Specialist/Technical Expertise/Qualifications
An appropriate tertiary qualification in project management that provides a strong organisational framework would be well regarded.
Highly developed and demonstrated written communication, computer literacy and data analysis skills.
An ability to synthesise, summarise and depict complex issues, options and solutions effectively to a less technical audience in plain English.
Demonstrated experience in strategic planning and developing and delivering policy frameworks in a reform context is highly desirable.
Experience in successfully advising and negotiating with stakeholders on complex issues.
