The Senior Manager, Financial Improvement & Capability, plays a key leadership role in driving financial sustainability across Victoria's health services. This position leads critical initiatives such as revenue optimisation strategy, analytics and sector implementation. It requires a forward-thinking leader who can deliver high-priority programs with significant budgets while adapting to a dynamic and evolving landscape. The role involves developing strategic approaches, fostering strong relationships with internal and external stakeholders, considering Commonwealth payment and cross-jurisdictional opportunities.
Leading a high-performing team, the Senior Manager supports the Director with timely and evidence-based strategic advice, analytics, implementation activities (including significant tendering and contract management) along with significant government engagement. This role demands exceptional leadership, adaptability, and the ability to drive initiatives that deliver meaningful and lasting financial improvements across Victoria's health services.

Written communication and Presentation Skills: Prepares complex briefs, letters, emails and reports using clear, concise and grammatically correct language; edits written communications to ensure they contain the information necessary to achieve their purpose and meet audience needs; ensures appropriate style and formats are used. Personal Qualities Conceptual and Analytical Ability: Deals with concepts and complexity comfortably; uses analytical and conceptual skills to reason through problems; has creative ideas and can project how these can link to innovations. Relationship Building: Establishes and maintains relationships with people at all levels; promotes harmony and consensus through diplomatic handling of disagreements; forges useful partnerships with people across business areas, functions and organisations; builds trust through consistent actions, values and communication; minimises surprises. Decisiveness: Takes rational and sound decisions based on a consideration of the facts and alternatives; makes tough decisions, sometimes with incomplete information; evaluates rational and emotional elements of situations; makes quick decisions where required; commits to a definite course of action. Qualifications / Specialist Expertise Qualifications: An appropriate tertiary qualification in project management, health, accounting, commerce, economics, political science, public administration or public policy. A high degree of understanding and knowledge of the Victorian budget processes, health system operations and funding, relevant departmental systems and environments is desirable. Specialist Expertise: Exceptional advisory, negotiation, communication and relationship building skills, with demonstrated capacity to work effectively within a politically sensitive context. Knowledge of the Victorian public hospital operations, and the impact of government funding, policy and reform on operations.
