The Opportunity
We are seeking an experienced Procurement and Contract Officer to join our Procurement Team.
In this position, you will be responsible for providing quality procurement and associated compliance functions in an efficient and effective manner that supports and enhances sustainable procurement through the Shire, representing the Shire in a professional manner at all times.
Your responsibilities will include:
Work within the Shire's procurement and contract management framework, policies, and processes to ensure that all of the Shire's contracts and other procurement arrangements are administered from commencement to finalization in a manner consistent with legislation and Council approved policies and the Shire's organizational directives.
Coordinating tender and quotation processes in accordance with the Local Government Act 1995 and associated Regulations as the designated "Probity Officer," ensuring appropriate liaison with the Records team on the creation and effective administration of tender and relevant quotation files.
Participating in tender, expression of interest, and quotation evaluations, providing governance direction and advice to panel members in accordance with the Council's Purchasing Policy and leading practice procurement and governance principles.
Administering the issuing of all tender and expression of interest documentation, including reviewing all associated documentation to ensure it meets minimum corporate standards prior to release.
Auditing contract management for the organization to ensure it aligns with current policies and organizational directives.
Initiating, developing, managing, and reviewing the procurement and associated contract management for the Shire's term contracts and pre-qualified supplier panel arrangements for the supply of operational goods and services.
Pro-actively obtaining, determining possible impacts on the Shire's operations, and recommending the implementation of amended processes – where appropriate – as a result of changes to legislation, policies, and procedures.
Actively contributing to business planning activities with a focus on the principles of continuous improvement and risk management.
Participating in the development, implementation, monitoring, and review of procurement policies and procedures and key performance indicators.
A Certificate IV in Procurement or related discipline and equivalent industry experience are essential for this role.
You will also have a working knowledge of the relevant provisions of the Local Government Act 1995 and associated legislation relevant to procurement functions, demonstrated interpersonal skills, a high level of leadership skills, and a high level of written and verbal communication skills, along with the ability to improve and enhance processes.

The role will be based from the Shire offices in Kununurra.
An attractive remuneration package will include base salary, East Kimberley Allowances, location allowance, and 11.5% Superannuation.
This role is full-time with a remuneration package ranging between $99,000 to $104,000 (dependent on skills and experience) per annum.
