Clough is seeking an experienced Senior Technical Procurement Specialist to join the Bidding Energy & Resources Team in Sydney! In this role, you will effectively be responsible for driving our bid phase procurement processes and ensure technical excellence, delivering the basis for successful proposals within budget and timeline constraints.
As an experienced Technical Procurement professional, you will be responsible for coordinating and planning the procurement process during the proposal phase of a broad range of Energy and Resources projects.
The role will involve developing a comprehensive Make or Buy Strategy and ensuring seamless cross-coordination among the various functions involved in the RFQ (Request for Quotation) process.
Your goal is to achieve technically and economically robust outputs for our tenders and proposals.

Your focus will include:
Reporting during the bid study to the Bid Director, you will be responsible for:
Working together with the Bid Director and the SteerCo to make or buy execution strategy (Works Self-Performed and Subcontracted)Coordinating the preparation of packages to go to market, with input from Construction (methods, planning), Design, estimating (BOQs in line with the estimate structure), and Plant & Equipment inputsCoordinating with the Procurement Manager and submitting the Work Packages to VendorsOffering clarifications to suppliers after the issuance of the RFQs and assessing the compliance of the offers once they are received, with the support of the relevant departmentsFollowing the technical alignment of the offers by consulting the team where needed and communicating to the Procurement team the technical validation of the offers receivedSupporting the Estimating Team with deplugging the selected offers, upon Procurement Team's recommendationsMinimum Requirements: Minimum 5+ years experience in the delivery of energy, resources, or similar construction projectsProficiency in project management tools and softwareCapable of hands-on management of major equipment packagesDemonstrated understanding of commercial terms and conditions and ability to negotiate sameWe have created an environment that brings out the best in our people.
