About the Victorian School Building Authority
The Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free public education in the 1870s. The VSBA upgrades and expands existing schools and plans, designs and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants.
About the Division
The Strategy and Planning Division is responsible for the VSBA's operating framework, investment strategy, policy setting, asset information management, budget strategy and coordination, along with the delivery of specific school strategies, costings, allocate resources for growth, maintenance, and projects through school application-based programs. The Division also plans and coordinates delivery of new early childhood facilities and supports the wider early childhood sector to build, improve and upgrade infrastructure through a number of grants programs, including programs which provide funding to make kindergartens inclusive for children of all abilities.
The Asset Planning Branch designs and delivers school-level infrastructure strategies, manages a number of school application-based and maintenance funding programs, allocates relocatable buildings to address enrolment growth in existing schools, conducts cost analysis of potential school infrastructure projects, and maintains our asset data and management system for school buildings.
The Information and Reporting Unit (IRU) forms part of the Strategy & Planning Division of VSBA. The unit is responsible for maintaining the asset data in the asset management system for all Victorian government schools. This involves inputting all land and building data from over 1,800 school campus sites in an asset portfolio of approximately $20 billion.
IRU provides a range of reports to support core functions of the VSBA, including:
Building data for planning and delivering capital works projects for schools
Capacity data for investment modelling for the annual state budget process
Room level data for school cleaning management
Innovative visual and pictorial representation of data for various audiences.
Student Resource package reporting related to funding
In addition, IRU plays a pivotal role in the calculation of school maintenance funding. We also work closely with principals to provide them with information to support the effective management and maintenance of their assets.
IRU advises on complex data management issues and system migration and provides technical leadership and best practice processes and policies to comply with the Victorian Data Quality Standards.
About the Role
The Senior Technical Analyst is responsible for updating, reviewing, and providing quality assurance for datasets relating to the school asset management plans. Further aspects of the role will also include analysing and reviewing a wider range of datasets, producing reports, dashboards, insights and complementary information to support development of strategies and systems relating to the use of school asset data. The Senior Technical Analyst actively works with a wide range of internal and external customers and requires a high level of technical skills, professionalism, initiative and collaboration.
Key Responsibilities:
Developing, building and maintaining various data templates and reporting tools to enable and support data updates
Lead the extraction, cleansing, updating and analysis of multiple datasets and data models- internal and external to the unit
Providing quality assurance for all asset-related drawings to ensure that the drawings meet all the data quality guidelines
Lead and define new process improvement opportunities to support continuous improvement and business outcomes relating to the Student Resource Package, Capacity Model and the teams Asset Information Management System (AIMS)
Provide training, technical advice, and support in the development of reporting solutions in both BAU and project capacity
Engage effectively with a wide variety of stakeholders regarding specific requests for information, while managing expectations and outcomes and developing high-quality solutions
Lead implementation and provide Quality Assurance of reporting tools, including tools for report generation and self-service analytics
Analysing and assessing issues, identifying and recommending options through the application of appropriate research techniques and methodologies
Knowledge and Skills:
Knowledge and proficiency in the use of tools such as AUTOCAD, Advanced Excel, PowerPoint, Visual Basic, InDesign, and Project is essential
Knowledge or proficiency in MapInfo or ArcGIS, Python, R, PowerBi, Tableau or SQL and the use of digital tools, such as Jira, Sharepoint, Visio and similar would be an added advantage
Desirable Qualifications and Experience:
Tertiary qualifications in Architecture, Engineering, Planning, Building, Construction, Statistics or a related field is essential.
