Who we are
The Portfolio Strategy Division is the department's central policy area. The division supports our ministers and the department to engage with the complex cross-cutting policy challenges in Australian climate, energy, environment and water policy. We lead on the Cabinet and Budget processes, whole-of-government national security and foreign policy matters, strategic policy, First Nations policy, whole-of-portfolio projects, and work to build the department's policy capability.

The National Security and International Branch influences Australia's national security and foreign policy agenda on issues relevant to the department. We support our ministers, secretary and senior executive to drive climate action and the transition to net zero, enhance prosperity through sustainability, and represent our interests and values internationally, whilst facing increasing challenges from geostrategic competition and a warming planet. We provide a centre of excellence to uplift our department's knowledge and awareness of national security and geostrategic issues, and enhance its capability to achieve outcomes in bilateral, multilateral and international forums.

The Intelligence Capability and Engagement Section leads the department's strategic engagement with intelligence. We provide critical context for senior decision-making and high-level engagements through curating, synthesising and translating intelligence information, and through providing insights on geostrategic and national security developments relevant to the department's goals. We work with intelligence agencies and departmental customers to identify opportunities for intelligence to support our portfolio's domestic and international outcomes, and we coordinate the department's input into intelligence priorities and products. The Intelligence Capability & Engagement Section is in the process of building a new capability in the department. The key duties of the position include:Gather information from a variety of sources to understand and communicate the geostrategic and national security context in which the department works, and draw linkages across the portfolio to support strategic decision making and engagements.Develop, contribute to and continuously improve high quality written products for a range of audiences and stakeholders to support DCCEEW's alignment with the national interest and its contribution to whole of government economic security, national security and foreign policy outcomes.Develop, deliver and continuously improve intelligence-related services and associated team processes in compliance with classified document handling requirements. This includes curating classified intelligence for the secretary, deputies and key senior executives, and arranging in-person briefings for a range of senior stakeholders.Build and maintain internal and external stakeholder relationships to identify, understand and deliver on customer needs, and to establish the team as a source of trusted advice.Contribute to formal intelligence governance processes, and enable our policy and program customers to effectively engage with intelligence through uplifting their capability to integrate classified intelligence into their work, improving their ability to craft intelligence questions, and fostering strong connections with intelligence agencies.What we are looking forKnowledge and experiencePrevious experience in a strategic analysis or strategic policy role will be highly regarded. Previous experience working with intelligence or national security policy will also be highly regarded but is not a prerequisite for this role.Skills and capabilitiesStrong judgement and strategic policy skills, including well-developed strategic, analytical and critical thinking skills and the ability to gather and synthesise information from a variety of sources.Ability to communicate with influence, including demonstrated clear and succinct written and oral communication tailored to the audience, and strong attention to detail.Highly developed customer service, executive support, stakeholder engagement and outreach skills.Ability to apply personal drive and organisational skills to meet deadlines and maintain team effectiveness, efficiency and momentum in a self-paced context.Initiative and problem-solving skills with demonstrated ability to collaborate and bring innovative and creative approaches to achieve outcomes, as well as a commitment to continuous improvement and learning.Ability to contribute to a high performing team culture of mutual accountability and respect, leaning into challenges and opportunities, and achieving results while looking out for each other.Citizenship - To be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.
Security Clearance - This position requires a Top Secret Positive Vetting security clearance. You will be required to obtain and maintain a clearance at this level.
Pre-employment Check - your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualifications validation, and a probation period of 6 months will apply for new engagements to the APS.NotesThis position requires a minimum Negative Vetting Level 2 security clearance to commence. NV2-cleared applicants will be supported to upgrade to a Top Secret Positive Vetting clearance if selected to fill this vacancy.
