Senior Procurement Officer

The position of Senior Procurement Officer reports to the Assistant Director Procurement and will work closely with line areas to procure a vast range of goods, services, expertise, including ICT arrangements and technical support services.
The position will manage/support some or all aspects of the procurement process (i.e.
procurement assistance and advice, industry engagement, approach to market, evaluation and contracting).
The position will require a customer focus, excellent communication abilities and interpersonal skills to undertake work under limited direction with the opportunity for reasonable autonomy and accountability.
The position is supported by a demonstrated working knowledge of the Commonwealth Procurement Rules (CPRs) and the government's compliance framework.
The position is part of a small team and will involve communication with all areas within the Courts and is required to exercise both initiative and judgment in the interpretation of policy and in the application of practices and procedures.
Key accountabilities Procurement Activities and Contract administration Partner with staff from across the organisation providing high level advice and guidance to build expertise in procurement, provide governance and improve procurement practice and outcomes.
Develop, co-ordinate and lead sourcing activities (end to end) to establish supply arrangements that meet business needs.
Plan and lead contract negotiations in the establishment and review of supply arrangements to deliver value for money procurement outcomes.
Identify, manage, and mitigate procurement risks to enable the organisation to meet its obligations and maximise business opportunity.
Document procurement processes, decisions and contractual arrangements fully to provide an audit trail for probity and audit purposes.
Undertake business needs assessment, supply market analysis and commercial risk assessments to inform procurement planning and sourcing decisions.
Contract Management Support business areas with contract formation including contract management compliance advice and understanding of contract management deliverables.
Develop and administer contract management plans, negotiate changes and modifications, supplier performance management and compliance requirements through effective supplier relationships to enhance business outcomes.
Relationship Management Work as part of the team and support team and the Entity's objectives.
Manage relationships with stakeholders to achieve team and agency goals in delivering government policy and CPRs compliance.
Assist in the management of suppliers to deliver agreed business outcomes.
Create procurement management tools to support business areas with process and compliance.
Assist with procurement training and creation of training modules.
The person for this role will ideally have at least five years demonstrated Commonwealth or State Government procurement experience.
They will have a sound appreciation of Commonwealth legislation and policy relating to procurement, together with a knowledge or aptitude to exercise both initiative and judgment in the interpretation of Commonwealth Procurement Rules and policies to apply practices and procedures.
Personally, they will be an effective communicator with the proven ability to support other members of the Property and Procurement team and educate others within the organisation.
They will be achievement oriented, well-disciplined and task focussed, with an ability to manage competing priorities whilst maintaining high work standards and meeting deadlines.
They will also have an understanding of APS Work Level Standards regarding APS role functions and expectations to ensure compliance with the matrix listed.
Qualifications It is desirable that the incumbent has a Certificate IV in Government (Procurement and Contracting) and possess advanced excel knowledge/skills.
Selection Criteria In-depth knowledge and experience in procurement practices, policies and procedures and their application including contract formation and contract management processes.
Demonstrated ability in delivering end to end procurements through each stage of the procurement lifecycle.
Good analytical and investigative skills, including the ability to research and evaluate complex issues in relation to sale and procurement matters, identify relevant outcomes to provide recommendations/advice.
Possess advanced excel knowledge/skills.
Experience in contributing to policy and systems development.
Highly developed verbal communication and interpersonal skills with demonstrated experience in undertaking negotiations of a sensitive nature and maintaining effective working relationships with different stakeholders.
Other Requirements Certificate IV or equivalent in Government Procurement and extensive procurement and relationship management experience (desirable).
