About the Aged Care Quality and Safety Commission The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. The role of the Commission is to protect and enhance the safety, health, wellbeing and quality of life of people receiving aged care.
The Commission is the national end-to-end regulator of aged care services and the primary point of contact for consumers and providers in relation to quality and safety. Our vision is to support a world-class aged care system driven by empowered consumers who enjoy the best possible quality of life. 
We aim to build confidence and trust in aged care, empower consumers, promote best practice service provision, promote quality standards and hold providers to account for their performance against the expected standards of care. We seek to promote an aged care system that develops safer systems of care, inculcates a culture of safety and quality, and learns from mistakes, while providing the oversight that can assure the community that aged care services are operating as they should, including working on continuous improvement. 
This role manages risks associated with grievances and complaints in the workplace, provides guidance to stakeholders, and undertakes investigations to seek solutions. It is responsible for supporting and implementing ER/IR policies and guidelines, negotiations and consultation processes for the Aged Care Quality and Safety Commission which will include Enterprise Bargaining negotiations. This role will support the consultation and negotiation processes to deliver change programs, Enterprise Bargaining outcomes and manage standing consultation forums. This role also supports the management the employee-employer relationship by developing strategies to maintain positive workplace relationships.
Position Duties Case manage workplace grievances or complaints by undertaking high quality, timely and independent investigations into employee misconduct & behaviour, disciplinary and reviews of Action in line with legislation, policies and procedures ensuring procedural fairness and natural justice. Monitor the Employee Complaints inbox and the Enterprise Bargaining inbox to provide relevant guidance to employees across the Commission. Support managers in the development and implementation of a diverse range of workforce strategies and processes including coaching in dispute resolution strategies, performance and behaviour counselling and management, and management of grievances and disputes.  Prepare and present weekly and monthly investigation updates in relation to employee complaints as required and develop action plans with managers to address key issues arising from these complaints. Provide professional guidance, interpretation and explanation of industrial instruments, policies and legislation to leaders and other stakeholders, on matters including industrial disputes, management practices and emerging workplace trends and legislative changes. Support the development and implementation of IR and ER strategies, policies, processes, and systems that align with the People & Culture Plan and Organisational strategy. Research (legislation, industrial instruments, industrial bulletins, media, and internet) to provide information on current industrial issues for the Commission.  Contribute to high level negotiations dealing with significant industrial matters including Enterprise Bargaining whilst maintaining Good Faith Bargaining principles with bargaining teams. Prepare documents and ensure applications, undertakings and submissions are compliant to meet timelines and the requirements in the Fair Work Act ensuring the Better Off Overall Test (BOOT) is met. Liaise and consult with the Commission's industrial organisations, consultation forums and Unions on matters relating to the development and implementation of new and amended policies, strategies, or programs, ensuring the organisation responds to current and emerging industrial relations issues. Manage, support, and provide guidance to the APS5 P&C Advisor, Employee Relations to foster their development and ensure they have the opportunity to succeed in their role.  Position Eligibility Requirements (Selection Criteria) : To be successful in this role you will need to demonstrate the following:
A tertiary qualification in Employee or Industrial Relations, Human Resource Management, Business Management, Law, or a related field. Proven experience in Enterprise Bargaining negotiations and consultative processes. Highly developed written and verbal communication skills including the ability to build and maintain effective working relationships and manage stakeholders at all levels to achieve results. Developed computer literacy skills, including the capacity to effectively learn and utilise Microsoft Office/Teams and other professional applications. Proven experience in successfully coaching and developing leadership capability in the application of ER/IR principles. Strong technical and analysis skills in the interpretation and application of industrial instruments, policies, and procedures. Problem solving skills, including the capacity to interpret procedures, and exercise initiative, judgement, and discretion, when appropriate. The ability to deliver tailored, informed guidance in relation to complex ER/IR problems to enable the creation and implementation of innovative, strategic solutions to workforce challenges. Demonstrated experience in managing complex workplace relations matters including complaint management, workplace grievances and industrial disputation. Experience in finding resolutions to complex, high risk and highly emotive matters that are considered with procedural fairness that all parties find acceptable. What we deal with are sensitive matters with people who are generally highly emotive and vulnerable and are seeking our support, guidance, and our expertise to find natural justice in a fair and reasonable manner Position Notes: Salary offered will be between $92,970 - $104,883 per annum depending on skills and experience.
