Senior Finance and Pay Services Managers Full time
$131,433 – $146,872 (AEE1) + 15.4% super
The Finance Teams in the Finance and Pay Services Branch provide critical functions to support the day to day and future operations of ASIO. We are seeking experienced Management Accountants, Financial Accountants and Pay Services Managers.
You will be an enthusiastic team player with a finance background who loves working with numbers, is self-motivated, willing to learn and has a desire for continuous improvement.
As a dedicated team player, you will have a confident and approachable manner with excellent communication skills and the ability to build rapport. Your administrative and organisational skills, along with your attention to detail will ensure the Finance and Pay Services Branch achieves its deliverables. You will have an ability to lead, train, mentor and support junior team members within the team.
Role responsibilities As a Management Accountant, your duties may include but are not limited to:
Business Partnering to assist with the analysis of client area business results through the budget, forecast, and month end processes. Leading meetings with stakeholders to support their understanding of financial reports and advice, including preparing and delivering any supplementary reports or advice to strengthen their decision-making. Coordinating and maintaining the Organisation's external budget, preparation of external budget documentation including, Portfolio Budget Statements and Portfolio Additional Estimates Statements. Preparation of Department of Finance monthly and annual reporting and entry of results into Central Budget Management System (CBMS). Coordinating costings and advice for New Policy Proposals (NPPs) including, liaising with external agencies and stakeholders. Supervising, mentoring, and actively assisting junior staff through development of the Finance Business Partners team to build their skills and technical knowledge. Contributing to the development of relevant operating and accounting policies and procedures. Fostering a collaborative and supportive culture of teamwork within the Branch, Division and across the whole of ASIO. Financial Accountant – AEE1 (EL1) level As a Financial Accountant, your duties will include but are not limited to:
Managing allocated resources, set work area priorities, manage workflows, developing strategies and evaluate business outcomes. Managing and leading a team, including providing clear and consistent communication, setting clear performance and behavioral standards, managing performance, delegating responsibility and guiding and developing people. Accountability for the accurate completion of work within timeframes and quality requirements, share own expertise with others and guide and mentor less experienced employees. Planning and managing complex to very complex accounting and financial management activities, including balance sheet management and financial statements analysis and reporting. Providing clear direction to stakeholders on complex to very complex technical asset and financial accounting issues. Applying knowledge and experience in accounting to undertake objective, systematic financial analysis and drawing accurate conclusions based on evidence. Developing accounting and financial reporting advice, policies and procedures on complex to very complex accounting activities within ASIO. Motivating and mentoring teams, aligning complimentary skills and allocating resources to deliver results in accordance with ASIO's financial objectives. Representing ASIO on accounting and financial reporting matters. Analysing complex to very complex financial reporting issues, applying expertise to design, recommend and implement solutions. Evaluating activities and processes for compliance with financial management policies and procedures. Negotiating with stakeholders on sensitive financial issues to achieve mutually beneficial outcomes. As a Pay Services Manager, your duties will include but are not limited to:
Managing allocated resources, set work area priorities, manage workflows, developing strategies and evaluate business outcomes. Managing and leading a team, including providing clear and consistent communication, setting clear performance and behavioural standards, managing performance, delegating responsibility and guiding and developing people. Accurately processing of pay and employee entitlements. Interpreting and advising clients on workplace agreement entitlements and conditions of service enquiries. Participating in the development of new practices and procedures to streamline processes and develop new and innovative ways of working. Effectively liaising with internal and external stakeholders. Administration and processing of payroll related activities. What you will bring We invite applications from people with the following attributes:
A logical mind with strong numerical skills, attention to detail, and an aptitude for finance related tasks. Strong Microsoft Office experience, specifically Excel spreadsheet manipulation for budget management, costing, data analysis and reporting. Experience in managing and coaching staff. Well-developed written and verbal communication skills, including a strong attention to detail. Strong interpersonal and liaison skills and the ability to develop and maintain relationships with internal and external stakeholders. Highly effective and flexible work prioritisation skills, including the ability to maintain a forward work program, meet deadlines, and the ability to coordinate multiple tasks. Key Skills / Qualifications: Management Accountant (AEE1) and Financial Accountant (AEE1) Attention to detail in the processing of high volume, complex transactions. Ability to adapt to and use a range of software. Prior experience (commensurate with level) in a relevant area. Understanding of Commonwealth budgeting processes is desirable. Accounting (or equivalent) tertiary qualification, and working towards Certified Practicing Accountant (CPA) or Chartered Accountant (CA). Pay Services Officer (AEE1) Attention to detail in the processing of high volume and, at times, complex transactions. The ability to manage competing workloads whilst producing high quality outcomes within timeframes. A high degree of self-motivation and a strong work ethic. The ability to operate autonomously, provide leadership and work as part of a team. Prior experience (commensurate with level) in a relevant area.
