Senior Evaluation and Program Officer (within Emergency Management) Full time, Fixed term until 30 June 2027 Attractive VPS 5 salary between $106,534 - $128,897 + superannuation Fire Services Implementation Monitor's Office The Fire Services Implementation Monitor (FSIM) is an independent public entity established on 1 July 2020 under the Fire Rescue Victoria Act, 1958 (the Act) and is supported by a small office.
The FSIM's Office supports the FSIM to undertake their independent monitoring and assessment role by delivering assessment, engagement and analysis activities to inform independent reports tabled in Parliament. 
FSIM activities include assessing the progress of Fire Rescue Victoria (FRV), the Country Fire Authority (CFA) and the Department of Justice and Community Safety (DJCS) in completing actions specified in Fire Services Reform Implementation Plan(s) and assessing ongoing efforts to improve the interaction between the agencies.
The Office prepares and publishes reports each year on behalf of the FSIM, including annual report(s) on the performance of the Monitor's functions and quarterly reports on FRV's and CFA's progress against their published Outcomes Frameworks. What will the role do? The Senior Evaluation and Program Officer will support the independent Fire Services Implementation Monitor to assess and report on fire services agencies' progress in implementing the 2020 Fire Services Reform. The role is responsible for:
Supporting the delivery of the Fire Services Implementation Monitor's legislated monitoring, assessment and reporting functions Leading the development and implementation of monitoring and evaluation methodologies and associated reporting Project managing the delivery of the Fire Services Implementation Monitor's yearly annual report Interpreting complex reform-related data and issues and reporting for a public audience Preparing relevant briefings and meeting papers, as required Building and maintaining collaborative and effective relationships with stakeholder groups across Victoria's fire services and government Actively contributing to a constructive workplace culture and practices that achieve the FSIM Office's strategic objectives Acting with integrity and appropriately manage complex and sensitive data and information to informs assessment activities. What skills and knowledge should the Senior Evaluation and Program Officer have? As our ideal candidate, you will have:
Demonstrated experience in developing monitoring, assessment and evaluation frameworks and leading the delivery of related implementation activities. Demonstrated expertise in planning for and delivering complex reform-related projects. Demonstrated experience writing for government, the public and senior executives. Demonstrated ability to collate, interpret and effectively communicate strategic assessment activities based on evidence and performance data. Demonstrated experience working constructively and collaboratively with a range of stakeholders to identify risks, resolve issues and generate ownership of outcomes on complex and sensitive issues. Sound understanding of Victoria's fire services and the broader emergency management sector (desirable).
