Town of Gawler POSITION DESCRIPTION   Job Title Senior Development Assessment Planner Division Development and Compliance Department Development Services and Assessment Team Planning Classification Award/Stream/Level SAMSOA/GOS/Level 7 Nature of Engagement Permanent Date Last Reviewed January 2022 Full Time Equivalency 1 Appointed date               1.   Position Objective The Key Objectives of the Senior Development Assessment Planner are as follows: Undertake the assessment of Development Applications in accordance with the Planning, Development and Infrastructure Act 2016 and allied legislation. Prepare Council Assessment Panel Report and Council Reports on development matters; Provide specialist advice and information regarding all aspects of commercial, industrial, residential and rural development and land use matters to all relevant stakeholders;. Attending Environment, Resources and Development Court hearings, liaising with Council's Solicitors and coordinating development appeal matters; Undertake compliance in accordance with the Planning, Development and Infrastructure Act 2016 and allied legislation; Support and provide input into the policy formation of Code Amendments under the Planning, Development and Infrastructure Act 2016. Undertake other duties associated with the position as required Act as a support and mentor for all planning staff. Assist the Manager Development Services and Assessment in coordinating staff resources that assist in the daily operations of the Development Services team (i.e., Administration, Engineering and Regulatory Services).  This will also involve coordinating and assisting with cross-discipline team meetings. Liaise with external organisations in relation to development assessment, professional development, regional issues and policy review. Undertake other duties associated with the position as required   2. Reporting and Accountability The Senior Development Assessment Planner reports to the Manager Development Services and Assessment. The position liaises internally with department team members, Elected Members, all managers and staff across the organisation and externally with customers and stakeholders, SCAP and other government agencies and the general public. This position is accountable for the delivery of all matters listed under the role responsibilities together with specific objectives as set out in an agreed annual performance plan.   3. Records Management Ensure compliance and adequately manage corporate records created and received according to relevant Policies, Processes and legislation.  Policies and Compliance Maintain awareness and compliance with Part 4 – Employee integrity and behaviour of the Local Government Act 1999 and all Council and Administrative Policies, Processes and Codes. Where applicable, ensure all work is undertaken within properly delegated authority, and is compliant with relevant legislation.   4. Role Responsibilities   Development Services Key Objective/Task Key Performance Indicator Contribute to the strategic direction, objectives, operation and quality performance of the Development Services Team. Undertake the assessment and determination of planning and development applications in accordance with the Planning and Design Code (delegation requires some applications to be co-signed by the Manager Development Services and Assessment). Receive and resolve enquiries (verbal and correspondence) and provide verbal and written technical advice and information to customers through resolution, including sharing the role of "duty planner" with other staff. Conduct site inspections in relation to the assessment of development proposals including inspections during construction and on completion to ensure compliance with the Planning and Design Code and other statutory requirements. Prepare reports for the Manager Development Services and Assessment on matters relating to the development applications and other town planning matters and related programs. Secure evidence related to non-compliant planning proposals, assist with legal proceedings as required and attend the Environment, Resources and Development Court as needed. Contribute to the investigation and preparation of appropriate planning policy to inform Council's decision making. Undertake general administrative procedures required by the Planning Development and Infrastructure Act 2016 and other legislation in the processing of development application assessment and exercising the appropriate delegated authority. Prepare reports, agendas and attend Council Assessment Panel and Council meetings when required. Perform other duties associated with the enforcement and administration of Planning Development and Infrastructure Act 2016 as required. Assessments comply with Council's Planning and Design Code and legislative requirements. Quality of technical advice and number of enquiries resolved within timelines. Compliance with the Planning and Design Code and statutory requirements. Clear, concise and accurate reports. Quality of evidence and efficiency of securing information. Administrative processes undertaken are in accordance with the requirements of the Planning Development and Infrastructure Act 2016 and other relevant legislation.   Financial and Asset Management Key Objective/Task Key Performance Indicator Financial Management Comply with Council's purchasing policy and procedures. If required provide accurate data to assist in the preparation of the budget if required. Asset Management Securing buildings, amenities, plant and equipment (i.e. locked, stored as relevant). Operating and maintaining plant and equipment cost effectively. Physical asset faults or maintenance/replacement requirements are identified and reported. Compliance with Council's policies and procedures. Provision of accurate information. Buildings, amenities, plant and equipment have been secured. Plant and equipment operated safely and in accordance with manufacturer's instructions. Timely and accurate reporting of fault and/or maintenance/replacement requirements.   5. Qualifications/Experience In undertaking the duties of your position with the Council, you acknowledge that, at a minimum, you meet all essential attributes listed below.   Essential Criteria Desired Attributes Qualifications Bachelor in Regional and Town Planning, Urban Planning and / or Environmental Planning (or undertaking study towards such qualification). Current SA drivers licence (Class Car) Demonstrated experience within a Local Government Environment.    Knowledge Skills and Experience Knowledge of the various legislative and statutory processes relevant to the role. Knowledge of the Planning Development and Infrastructure Act 2016, Planning and Design Code and other legislation related to development services. Understanding of local government operations and service delivery programs and initiatives across the organisation. Understanding of how various sections of the community impact on and interact with Council. Knowledge of the development assessment process and providing collated reports to the Council Assessment Panel. Experience in the assessment of land use applications within Local Government. Previous experience as a planner in a similar organisation or work environment.   High level proficiency in windows based computerised systems, web technologies, software applications, word-processing and spreadsheets.
