An exciting opportunity currently exists for an experienced Contracts Administrator to join Bechtel's Mining & Metals Project team in Perth, Western Australia on a long-term capital project for a tier 1 mining company in Western Australia. Reporting to the Contracts Manager, the role will entail contract formation and contract administration duties for both goods and services.
Job Summary: In this role, you will participate in contract formation and/or administration. Contract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Contract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements.
This position is designated as part-time telework per our global telework policy. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership.
Major Responsibilities: Prepares bidders' lists, ensuring supporting input is received from relevant stakeholders and pre-qualifies bidders. Forms bid request packages, addenda and other bid cycle correspondence, ensuring proper format, content and project requirements are met.Issues bid request packages to approved bidders.Coordinates bidders' questions and answers to those questions.Receives and evaluates bids commercially (including tender pricing evaluations).Directs negotiations and prepares proposed negotiating plans as required.Prepares Commercial Bid Summary and Recommendation for Award.Other responsibilities as designated.Education and Experience Requirements: Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.Proficiency and broad experience in the formation and administration of purchase orders through the several steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of suppliers and buyers, backcharge procedures, resolution of claims and disputes, and other such related steps.Experience administering complex construction industry (sub)contracts. Extensive knowledge and experience in (sub)contract administration required.Required Knowledge, Skills, and Abilities: Able to represent Bechtel in (sub)contract negotiations.Experience in developing complex contract types, fee arrangements, terms and conditions.Knowledge of law, commercial negotiations, accounting and cost engineering gained through education or experience.Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.Experience, skill or training in supervising personnel, workload distribution and execution of work.Skilled in working with and communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, Project Management, and other services.Experience in chairing subcontractor progress meetings, including minute taking.Experience in supply chain / procurement automation management tools and databases.As the project scopes progress, there may be a requirement for this position to attend the project job site, from time to time.Working Rights in Australia without employer sponsorship are required.
