Senior/CASA Inspector, Flight Operations Full time CASA is seeking applicants to join the Regulatory Oversight Division who are ready to use their extensive rotary wing aviation experience in an Inspector role within the Regulatory Service Branch, an element of our national operating model.We are seeking candidates who work collaboratively and cohesively with their colleagues, peers and regulated entities conducting aviation operations nationally and internationally in accordance with CASA's obligations under the Civil Aviation Act 1988 (the Act).Along with the essential qualifications, the successful candidates will have the requisite rotary experience (generally not less than 5,000 hours as a pilot-in-command of civil and/or military aircraft) and previous appointments either in operational management as a pilot, designated examiner or training instructor, or as a military pilot where equivalent experience in civil air transport operations would have been acquired. About the branchThe Regulatory Service Branch performs assessments of industry applications for regulatory permissions based on CASA policy and procedure and available safety risk information. The Branch undertakes assessments of compliance against the legislation and mandated standards in a range of ways, including on-site and desk-based.Assessment of ongoing compliance is performed by CASA Inspectors. Inspectors conduct an objective assessment of ongoing compliance against the legislative requirements and CASA policies.About the rolesThe CASA Inspector – Flight Operations (FO1) and Senior CASA Inspector – Flight Operations (FO2) roles.Reporting to a Manager in our Regulatory Service teams, this role will work within a locally managed team of CASA Inspectors working collaboratively and cohesively.The role requires an understanding of various aviation industry sectors, civil aviation legislation hierarchy and supporting material. These positions are identified as safety sensitive. The incumbents may be required to perform, or be available to perform, safety sensitive aviation activities, as defined in the relevant regulations.Inspectors are responsible for applying technical knowledge to resolve queries, and/or leading and participating in surveillance events in accordance with CASA policy and procedures to ensure effective oversight of regulated industry participants.The CASA Inspector - Flight Operations (FO1) works under limited direction and demonstrate and exercise both initiative and judgment in the provision of accurate technical knowledge and expertise.The Senior CASA Inspector – Flight Operations (FO2) works under general direction and demonstrate and exercise both initiative and judgment. This includes providing highly developed technical knowledge and expertise in complex, or unusual matters where existing standards, policies and procedures may not cover the circumstances.Responsibilities for CASA Inspectors, increasing in complexity and scope for Senior CASA Inspectors and within their appropriate technical discipline, may include the following (depending on the function assigned):Interpreting analysis of trending reports and pursuing remediation activities to address high risk trending results.Provide input to the ongoing continuous improvement of process, procedures, and standardisation.Working closely with CASA staff to address specific safety information, education and training issues arising from regulatory services activities.Maintaining knowledge of civil aviation legislation, regulations, policies and reporting requirements, Australian and international standards, quality assurance procedures and best practice models.Supporting the provision of oversight as a member of a nationally dispersed division to drive successful CASA stakeholder outcomes.Managing compliance processes including data analysis and produce intelligence reports in line with CASA standards.Encouraging industry to comply with its obligations to maintain high standards of aviation safety through education, training, industry forums and timely aviation safety advice.Providing on the job training for CASA Inspectors in their respective discipline.Complying with standard business processes in line with CASA standards and identifying and recommending modifications to operational policies, procedures and standards.Ensuring accurate records and information is maintained supporting all regulatory activities and team reporting requirements.Exercising prescribed delegations in accordance with CASA policy and good administrative decision-making processes.12. Modelling and promoting workplace safety, equity and diversity, participative management and environmental management in the workplace and acting in accordance with CASA's values and behaviours.Our ideal FOI1 candidates· Technical civil or military equivalent qualifications that can be considered relevant to the role (for example Flight Training Examiner, Instructor rating, Check Pilot approval, etc.).· Extensive supervisory experience in aviation (for example checking and training, Chief Pilot, Chief Flying Instructor, Flight Examiner, Approved Testing Officer) or an equivalent national aviation authority.Strong understanding of Australia's civil aviation legislation with a focus on flight operations and their application in a regulatory environment.Strong stakeholder management skills including the ability to liaise with stakeholders and provide well-considered responses to complex matters.Demonstrated high level written and verbal communications skills with the ability to interpret complex information and present effective arguments in a timely manner.Ability to analyse and interpret data from a wide variety of digital platforms and simplify technical information for non-technical audience as required. Ability to independently exercise judgement in handling complex queries and share information with other team members to achieve outcomes.Relevant tertiary or professional qualifications.Our ideal FOI2 candidates· All of the above requirements for FOI1 candidates, plus· High level understanding of flight operations regulations and Australia's civil aviation legislation, with a focus on flight operations and their application in a regulatory environment.· High level knowledge of project management principles.· A high-level understanding of quality assurance and risk management principles.· Demonstrated experience handling complex and ambiguous situations systematically.· Demonstrated experience delivering high quality service ensuring outcomes meet corporate objectives.The Civil Aviation Safety Authority (CASA) was established on 6 July 1995 as an independent statutory authority. It is also required to provide comprehensive safety education and training programmes, cooperate with the Australian Transport Safety Bureau, and administer certain features of Part IVA of the Civil Aviation (Carriers' Liability) Act 1959. The Civil Aviation Regulations 1988 and the Civil Aviation Safety Regulations 1998, made under authority of the Civil Aviation Act, provide for general regulatory controls for the safety of air navigation.
