As the Senior Advisor, Academic Policy, Risk and Compliance, you will be responsible for:
Conducting operational analysis of quality processes and outcomes to provide advice, including the identification of systemic issues to enable effective strategic decision-making and drive continuous improvement.
Managing the development, review and update of academic policies and procedures to meet legislative requirements and promote quality outcomes.
Monitoring and responding to risks identified related to compliance obligations and/or academic processes and practices.
Leading the planning and implementation of key quality and compliance projects, including system solutions to continuously improve processes and practices.
The Senior Advisor, Academic Policy, Risk and Compliance operates across all TAFE Queensland regions and your role will involve providing leadership and expertise to regional quality and educational teams and collaborating with a diverse range of stakeholders.
This position sits in the Academic Quality Team within the Chief Academic Office, and reports to the Manager, Quality and Compliance.
The position location is negotiable at any TAFE Queensland Campus, however travel will be required across other TAFE Queensland campuses.
Key Responsibilities
Development and review of academic policies and procedures to ensure TAFE Queensland meets its legal and regulatory requirements as a Registered Training Organisation (RTO) whilst promoting best practice initiatives to achieve excellence in quality and compliance and mitigate legal exposure.
Identify the impact of policy change to business operations related to the development and/or update of academic policies and procedures, and ensure all relevant stakeholders are familiar with the requirements through the implementation of an effective communication plan.
Contribute to formal reporting of TAFE Queensland's compliance and contractual obligations relevant to its operation as an RTO and CRICOS provider.
Conduct risk assessments and analyse data to identify potential areas of non-compliance with legislative requirements and contribute to the development of targeted interventions and continuous improvement actions to mitigate risk.
Provide oversight of the risk registers maintained by academic governance committees, coordinate progress updates of risk mitigations, add/remove risks and escalate risks as required.
Coordinate the collection of information to inform the development and review of Executive Risk Report Cards that relate to the academic portfolio and provide periodic updates on risk mitigation strategies to the relevant stakeholder.
Coordinate the investigation of, and response to, complaints received from external regulators, such as ASQA and the State Training Authority, ensuring adherence to organisational policies and procedures and the provision of timely, comprehensive and accurate responses.
Manage the reporting of academic complaints at relevant governance committees on behalf of the academic portfolio.
Monitor and evaluate targeted continuous improvement strategies that underpin TAFE Queensland self-assurance framework to assist business units to meet the organisation's regulatory requirements as an RTO and promote best practice to achieve excellence in education and training.
Lead the identification and development of systems and electronic solutions to promote consistency and gain efficiencies in the implementation of TAFE Queensland's quality assurance system, including complaints management, continuous improvement and student misconduct under the direction of the Executive Director Vocational Education and Manager RTO.
Lead the implementation of large-scale academic quality projects under the direction of the Executive Director Vocational Education and Manager RTO (including TAFE Queensland's re-registration as an RTO), including the development of a comprehensive project plan, establishment of a project steering committee, resourcing of project workstreams, and the provision of regular reports on progress against the project schedule, milestones, risk and issues to ensure the projects are implemented within agreed timeframes and quality standards.
In conjunction with relevant stakeholders, plan and implement initiatives to inform and educate staff in meeting quality and compliance requirements including information sessions and professional development.
Support the implementation of TAFE Queensland's Academic Quality Plan and related quality projects and contribute to the reporting of progress against identified initiatives.
How you will be assessed
The ideal applicant will be someone who has the following key capabilities:
Comprehensive knowledge and applied understanding of legislative obligations and standards relevant to Registered Training Organisations (RTOs), including audit requirements associated with government funding and delegations under the Australian Skills Quality Authority (ASQA) required for an organisation to maintain their status as an RTO and CRICOS provider.
Demonstrated high level project leadership and management skills, including an ability to facilitate and manage change, responding to stakeholder needs and expectations, and driving a culture of continuous improvement.
Demonstrated planning, analytical and conceptual skills in order to identify and resolve problems and progress the achievement of project objectives.
Well-developed interpersonal and communication skills (written and oral) including demonstrated ability to participate in and support liaison, consultation and negotiation with diverse range of stakeholder groups, both internal and external agencies.
Knowledge and experience in the application of the principles of effective teaching, learning and assessment including adult learning and Vocational Education and Training (VET) industry best practice.
Demonstrated knowledge of compliance and educational quality systems, standards, audit principles, procedures and techniques.
Mandatory Qualifications/Requirements
There are no mandatory requirements for this role.
Highly Desirable Requirements
Certificate IV in Training and Assessment or equivalent.
Possession of lead auditor qualifications in accordance with AS/NZS ISO 19011:2003 Guidelines for quality and/or environmental management systems auditing.
