The Safety Performance Specialist is responsible for providing safety system expertise, particularly in relation to CASA regulatory functions. As such the position will analyse, design, recommend, and implement management strategies for safety issues and associated projects and taskings identified by CASA. The role will also involve development of safety related documentation, mentoring and facilitation of training for system safety.The Safety Performance Specialist works under broad guidance and utilises open and effective communication skills to provide high-quality advice to support the development of a complex safety management system (SMS) and associated material and process, including support to other CASA branches and key stakeholders.
The key duties of the position include:Ensuring the optimisation of system safety across CASA oversight functions both in general and more specifically with regards to safety management.Leading activities for the development of CASA SMS and associated regulations.Lead risk analysis activities and research into aviation safety systems performance, including making assessments and recommendations for CASA's response to safety risks.Advice and support to CASA, industry, and others regarding all aspects of the development, delivery, suitability and monitoring of safety management systems.Advice and support to CASA and others associated with the development, delivery and monitoring of Australia's safety program initiatives including the State Safety Program and related safety initiatives.Development and delivery of workshops and other training associated with system safety.Foster a cooperative working relationship with exchange and input of operational and design safety data with other CASA Divisions and stakeholders.Development of CASA safety related documentation and other publications.Ensure system safety oversight activities are conducted and continuously improved in accordance with CASA process and procedures.Provide operations technical input to the Safety Systems Section and to the development and improvement of CASA's safety plans and associated initiatives.Attending to general enquiries regarding safety management.As required, undertake research activities as relevant to the role particularly across safety management related areas and more specifically with regards to International Civil Aviation Organisation (ICAO) SMS requirements.Representational duties if required, attending domestic and international forums as an SMS expert.Works supportively and cooperatively with Aboriginal and Torres Strait Islander peoples to achieve shared outcomes.Engages with Aboriginal and Torres Strait Islander employees in a sensitive, respectful and equitable manner.Other challenging safety management related tasks, reflected in regulatory complexity, or characteristics of the regulated entity, applying judgement and exercising capabilities in accord with the CASA Capability Framework at the Advanced/Guide level.Promoting workplace safety, equity and diversity and participative management and environmental management practices in the workplace and act in accordance with the CASA Values and Behaviour.Brisbane or Canberra location preferred. Other CASA office locations may be considered.Minimum Requirements:A comprehensive aviation industry background with extensive practical experience as an expert in the design and implementation of Safety Management Systems.Experience or working knowledge in the application of aviation Human Factors within a SMS.Highly developed written and oral communication skills, including a demonstrated ability to present complex findings and technical recommendations in a clear and concise manner.Strong stakeholder management skills including the ability to build and maintain relationships with key stakeholders and work collaboratively with external networks in knowledge sharing.Demonstrable research capability in safety management related areas.Demonstrated understanding of the diversity of Aboriginal and Torres Strait Islander peoples, their cultures, and their issues and to be able to communicate respectfully with them.Training delivery experience in the aviation technical and/or non-technical fields.Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988. The following eligibility requirements apply to this position: Must be an Australian citizen.Undergo pre-employment screening including a Police Check.Currently holds a Commonwealth security clearance to Baseline or have the ability to obtain and hold a clearance at this level.Currently holds an Aviation Security Identification Card (ASIC) or have the ability to obtain and hold one.Hold a Tertiary qualification from a recognised institution in a discipline relevant to safety management (having established/managed a SMS to regulatory requirements would be highly regarded) or extensive SMS experience and associated training.As this position is safety sensitive, you may be required to undertake pre-employment alcohol and drug tests as part of CASA's Alcohol and Other Drugs Policy.NotesAffirmative MeasuresThis vacancy is being advertised concurrently under a general and an affirmative measure recruitment process.
