Reporting directly to the Director of Programs, Transition, and Youth Success Planning, this position plays a crucial role in supporting the mission of ensuring all of Washington's children and youth grow up safe and healthy.The Impact:This position offers a significant opportunity to shape the future of juvenile rehabilitation by leading the strategic planning, policy development, and oversight of critical reentry and transition programs. The role enables you to drive impactful change by ensuring that services effectively support the rehabilitation and successful reintegration of youth, including those up to age 25. Through managing statewide contracts, supervising dedicated staff, and collaborating with key partners, you will directly influence job readiness and academic success for young people. Your work will contribute to systemic improvements and foster a more integrated, effective approach to youth services, ultimately enhancing outcomes and opportunities for vulnerable populations. This role is pivotal in advancing evidence-based practices and fostering strong community and agency partnerships, creating lasting benefits for both individuals and the broader community.The Opportunity:This position is responsible for the strategic planning, policy development, and oversight of reentry, transition, and employment programs in Juvenile Rehabilitation (JR). The role ensures the successful implementation of services that support the rehabilitation and reintegration of youth, including those in the JR to 25 population, through job readiness training, workforce development, and pre-release planning. The position supervises reentry staff and oversees statewide contracted programs, ensuring alignment with both evidence-based and performance-based contracting requirements and offering youth opportunities for job readiness, academic success, and employment pathways.Additionally, the role oversees quality assurance processes for programs like Future Plans, ensuring they meet state and national standards. This position works closely with various JR divisions to ensure a cohesive approach to statewide services and serves as the primary contact for agencies and partners such as Employment Security and community-based organizations. The position also provides legislative bill analysis, develops decision package proposals, and acts as a subject-matter expert on reentry and quality improvement initiatives.Some of what you will get to do:Provide direction, implementation, oversight, and support for strategic planning, policy development, and program implementation in Reentry and Transition, aligning with the agency's vision and mission.Monitor and report on progress towards agency and administration goals, ensuring adherence to timelines and directives from the Assistant Secretary and Director of Programs, Transition, and Youth Success Planning.Supervise and oversee staff involved in reentry and transition programs, including hiring, corrective actions, terminations, and performance evaluations in line with collective bargaining agreements.Manage statewide contracts for programs that ensure continuity of care, family involvement, community connections, and youth engagement, including overseeing the competitive bid process and contractor performance.Develop and implement quality assurance and continuous improvement processes for Future Planning meetings and Future Plans.Collaborate with JR Divisions (Clinical Programs, Strategic Initiatives, Culture and Training, Operations, Safety & Security, and Education) to ensure a cohesive approach to statewide services and alignment of goals and objectives.Lead organizational reform and process development to enhance core competencies and align leadership through quality assurance planning.Design and implement strategies based on external evaluations of the Reentry Process to address youth needs and challenges, integrating core metrics into strategic initiatives.Provide quarterly and annual data reporting for overseen programs and conduct legislative bill analysis related to Reentry, youth up to age 25.Chair the Reentry Action Group Leads Committee and other relevant committees, and communicate with stakeholders, legislature, and advisory groups on reentry and transition goals, strategies, and progress.Offer technical assistance and oversight for grant proposals, research, and resource building, identifying funding opportunities and using data-driven analysis to inform JR practices and reforms with the Reentry Administrator.Required Qualifications:Seven years of supervisory experience which must include seven years of leadership in any of the following areas:Budgeting techniques, grants and contract management, education, system reform, program development and implementation, strategic and tactical planning, and serving in a consulting capacity to varied leaders, human resources, and/or juvenile justice programs.Seven years of experience managing high-level and multi-year change and applying principles of project management across an entire administration/division and demonstrated problem-solving skills.ORBachelor's degree in psychology, sociology, counseling, or related field is requiredANDFive years of supervisory experience which must include five years of leadership in any of the following areas:Budgeting techniques, grants and contract management, education, system reform, program development and implementation, strategic and tactical planning, and serving in a consulting capacity to varied leaders, human resources, and/or juvenile justice programs.Preference will be given to candidates with experience in services related to psychology, social work, or other human services fields, especially in underserved communities.Five years of experience managing high-level and multi-year change and applying principles of project management across an entire administration and demonstrated problem-solving skills.In addition to those required qualifications, our ideal applicant will also have some or all of the following:Extensive expertise in juvenile justice, including prevention and intervention methods, juvenile justice laws, and the functioning of juvenile facilities and aftercare services.In-depth knowledge of the adolescent service system in the state and expertise in screening, assessment, evidence-based practices, employment, and system reform.Advanced experience in federal grant funding and oversight, including grants from OJJDP, DOH, and DOE.Professional background in treatment intervention and administration within social services, with experience working with urban youth and understanding juvenile offender behavior.Strong ability to lead and manage work across diverse partners and stakeholders, with expertise in outcome-based and evidence-based contracting, performance metrics, and quality assurance.How do I apply?Complete your applicant profile and attach the following documents:Letter of interest describing how you meet the specific qualifications for this position.Current resume detailing experience and education.Supplemental Information:The Department of Children, Youth, and Families (DCYF) is committed to Washington's children and youth growing up safe, healthy, and thriving.
