As the Receipting Team Leader,  you will be responsible for:
Work as part of the statewide Procurement and Purchasing Team consolidating TAFE Queensland's requirements, whilst servicing local specialised purchasing needs. Contribute to TAFE Queensland's goal of market leading Vocational Education and Training (VET) delivery and services by providing efficient and effective procurement services and coordinating the work and staff of the Procurement and Purchasing Team. Support the Senior Procurement & Purchasing Officer in the day-to-day management of three regional procurement teams by promoting and facilitating a collaborative and integrated approach to the delivery of an end-to-end supply, procurement and purchasing services. Provide advice and support to regions and all of TAFE Queensland (when required) in all procurement matters to ultimately ensure compliance with the State Procurement Policy and TAFE Queensland Procurement Framework and improve the cost effectiveness of supply arrangements. This position reports to the Senior Procurement and Purchasing Officer.
This is a Temporary, Full-Time opportunity from the 22 July 2024 to 17 February 2025.
The position will be based primarily at Mount Gravatt however it can be negotiated to work from another TAFE Queensland campus.
Key Responsibilities Organise and supervise the day-to-day work of one of three Purchasing teams (Purchasing, Goods Receipting and Procurement) in line with priorities identified by the Senior Procurement and Purchasing Officer, and the Manager, Procurement & Purchasing, including developing and reviewing staff performance plans. Provide accurate and professional advice and support to clients in undertaking end to end procurement activities including procurement planning and documentation development, evaluation and supplier negotiation, contract development and execution, supplier arrangements. Train staff in procurement related matters and liaise with colleagues across the Region and TAFE Queensland on issues related to procurement processes, policies, procedures and systems. Take part in the Procurement & Purchasing Leadership Team activities, including meetings, projects, workshops and governance development. Engage with customers and suppliers, working closely with them to support and inform the procurement process. Contribute to the monitoring of benefits delivered both financial and non-financial. Monitor and explain benefits delivered.  Assist in developing and maintaining innovative training materials and resources for both online and face to face training. Supervise and cross-train staff and manage the leave register so that teams operate effectively when leave occurs. Maintain an active awareness of and participate in wider developments in procurement, attending Queensland Government Procurement meetings, seminars, workshops and other professional events as required. Maintain the procurement contract register and Forward Procurement Schedule, monitoring and acting on all milestones. Establish supplier arrangements, monitor the progress of individual contracts as required, review and report regularly to management on the performance of suppliers and contracts. Assist in identifying savings opportunities and efficiency gains. Record all procurement decisions and contractual arrangements undertaken ensuring that audit trail is adequately maintained and documented for probity, accountability and transparency purposes. Liaise with TAFE Queensland Legal function to ensure consistency, accuracy and compliance with Legal requirements for all contracts. Consistently and regularly monitor and report on the performance of procurement and purchasing as per reporting requirements and provide suggestions for improvements. Conduct any other purchasing and procurement projects or tasks as requested by the Manager Procurement & Purchasing to enable timely delivery to clients. Actively engage with industry, business and the community.  Model and actively promote an ethical and safe work environment that supports a culture of zero harm and best practice regarding health, safety, wellness and sustainability .How you will be assessed The ideal applicant will be someone who has the following key capabilities:
Demonstrates significant ability to plan, allocate and evaluate work for staff and develop teams and individuals to enhance performance and business partnering relationships. Ability to demonstrate a knowledge of procurement and supply and to manage and evaluate information to aid effective decision making whilst meeting deadlines, exercising professional judgment in a constructive manner and the capacity to contribute effectively both individually and as a member of a team. Demonstrates strong capacity to maintain and improve services and systems to meet high standards of quality and professionalism and implement effective strategies and systems to enhance business processes, practices and systems. Demonstrates high level of communication and interpersonal skills including collaboration, negotiation, mediation, presentation, mentoring, training, conflict resolution, and report writing skills, when dealing with internal and external clients. Displays initiative, attitude and ability to thrive within a dynamic, challenging, and changing environment Highly Desirable Requirements Possession of a relevant degree, diploma or equivalent would be highly desirable. More than 3 years' experience in a procurement position of which 1 year must be in a supervisory role.
